Regular Meeting January 14, 2002 Page 9 <br /> <br />opposed to commercial zoning at this location and stated R-1 (Single- <br />Family Dwelling District) is on three sides. She does not want the <br />development of apartments at this location. Ms. Phillips stated this is <br />beautiful property that she would love to see developed as R-1. Rolland <br />Hesalroad asked for denial of this zoning change. He stated he does not <br />want apartments at this location. Carolyn Pate stated she agrees with the <br />statements of Ms. Phillips and Mr. Hesalroad. She stated they do not need <br />more apartments and traffic. John McBride stated he supports the previous <br />speakers and asked for denial of this request. No one else wished to <br />speak. Mayor Chiu stated the public hearing on this matter would continue <br />at the next Council Meeting scheduled January 28, 2002. <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on second <br />reading, the caption which was read as follows: <br /> <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING DIVISION 3 OF ARTICLE 3 OF CHAPTER 34, ENVIRONMENT, OF THE <br /> SAN MARCOS CITY CODE TO ADD REGULATIONS PERTAINING TO NOISE FROM <br /> VEHICLES AND FROM PARTIES IN RESIDENTIAL AREAS; INCLUDING PROCEDURAL <br /> PROVISIONS; PROVIDING FOR PENALTIES; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Hughson moved for approval of the Ordinance on second reading and Ms. <br />Tatum seconded the motion. Chief Griffith made a presentation regarding <br />plans by the Police Department and stated that this Ordinance and the <br />following Ordinance are a part of these plans. He stated parties attended <br />by young people have been an ongoing problem for a long time, and the <br />techniques we have applied to enforce have only dispersed the problem. We <br />have now examined partnerships and identified problems with individuals. <br />We have now developed mid and long-range plans to change the culture, <br />which will assist in impacting problems. Recently they have painted curbs <br />as a fire zone and hope the desired effect will be that the area residents <br />will use their garages. They plan to have more discussions with <br />neighborhoods, and through these discussions they have found new partners. <br />There is a decrease in rental values in the areas of problems. The owners <br />can voluntarily provide the names of their tenants. They plan to notify <br />owners of problems that occur on their property. The removal of problems <br />can be expedited through eviction. The long-range plans include changing <br />the culture with the University. Discussions with students regarding what <br />is considered reasonable conduct of neighbors where they will be welcomed. <br />During the orientation of freshmen a video will be shown of what is <br />expected as a citizen and resident of San Marcos. They will also speak to <br />students enrolled in University Seminar classes, which will reach most <br />freshmen. San Marcos Daily Record will serve as a great partner. The <br />most positive part of the plan is its flexibility. They want the students <br />to understand the consequences can be severe. Dr. Studer of Southwest <br />Texas State University stated he agrees with Chief Griffith. A series of <br />expectations needs to be laid out and the consequences when not followed. <br />They want to stress with students the responsibility of being good <br />citizens and expected behavior. With transfer students they will need a <br />different orientation program, and they will have to find new ways to <br /> <br /> <br />
