Ms. Hughson moved to reappoint Allyn Gill and to appoint Jeff Osborn and Mr. Mihalkanin moved to appoint Patrick Cosgrove, which passed unanimously. The remaining appointment will be postponed until after the Election on May 4, 2002. Mayor Chiu introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 20.95 ACRE, MORE OR LESS, TRACT OF PROPERTY LOCATED BETWEEN THE 100 AND 200 BLOCKS OF RIDGEWOOD DRIVE AND THE 100 BLOCK OF EAST SIERRA CIRCLE FROM "R-l" SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY) AND "TH-2" TOWNHOUSE RESIDENTIAL DISTRICT (MEDIUM DENSITY) TO "P" PUBLIC AND INSTITUTIONAL DISTRICT¡ INCLUDING PROCEDURAL PROVISIONS¡ PROVIDING PROCEDURAL PROVISIONS¡ AND PROVIDING FOR PENALTIES. Mr. Taylor filed a disclosure affidavit-real property and left the Chambers during this item. Mayor Chiu opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Chiu closed the public hearing. Mr. Cox moved for adoption of the Zoning Ordinance, and Ms. Tatum seconded the motion. Ms. Hughson stated she is no longer a partial owner of property in the vicinity (a small strip of land next to Sierra Circle), which has now been given to the City. The Council then voted unanimously for the adoption of the Zoning Ordinance. Mayor Chiu opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Chiu closed the public hearing. Mr. Mayhew moved for adoption of the Zoning Ordinance, and Ms. Tatum seconded the motion. Ms. Hughson stated that since the City is recommending a city-initiative rezoning to residential that she recommends staff contact the residents of this block and then initiate a residential rezoning on the remainder of the block. The council agreed. The Council then voted unanimously for the adoption of the Zoning Ordinance.
