The
Council then voted unanimously for adoption of the Zoning Ordinance.
Mayor Chiu introduced for consideration a public hearing and approval of
an Ordinance on first reading, the caption which was read as follows:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS,
AMENDING SECTION 102.029 OF THE CITY CODE BY ADOPTING THE SECTOR FIVE
PLAN¡ INCLUDING PROCEDURAL PROVISIONS¡ AND PROVIDING FOR PENALTIES.
Mr. Montoya asked Jon James, Chief Planner, to review the changes with the
proposed Sector Five Plan. Jon James stated during the March 25, 2002
Regular City Council Meeting, the Council amended the Sector Five Plan by
deleting three bullet items of the Transportation Section 1) the extension
of Leah from Wonder World Drive to Broadway, 2) extension of Del Sol Drive
to Leah Avenue and 3) the extension of Crystal River Parkway north from
Staples Road across the San Marcos River to connect with River Road. He
stated the different neighborhoods suggested the City find an alternative
connection other than Crystal River Parkway, and now it shows the Crystal
River Parkway connecting to a new road on the south, rather than directly
connecting to Hwy. 123. He also stated a couple of minor changes
concerning Bicycle Routes were made. The biggest change was the
elimination of the Leah to Leah connection, which would make the primary
entrance for the new development from Leah Avenue, with a secondary
entrance for emergency purposes only, which would be determined with the
