Jon James also stated the Crystal River Parkway was <br />designated as an Arterial Road, which is now designated as a two or three- <br />lane connector. He stated for safety reasons a two-lane with a median <br />would be safer for children crossing the street. Mayor Chiu opened the <br />public hearing and asked if anyone wished to speak. 1) Aleene Howser <br />stated she is a resident of Hills of Hays and opposes the Sector Five <br />Plan. She stated she is opposed to the expansion of Crystal River <br />Parkway, which calls for a neighborhood collector street with two or three <br />lanes. (2) Marilyn Mills stated she lS a resident of the Hills of Hays <br />and opposes the Sector Five Plan. She stated she is opposed to the <br />expansion or connection of any new roads to Crystal River Parkway. (3) <br />Dr. Nico Schuler stated he is a resident of Mockingbird Hills and is <br />opposed to placing an emergency gate at the end of Leah Street. He also <br />thanked the Council for removing the Leah to Leah connection. (4) Ronnie <br />Bishop stated he lS opposed to the proposed Sector Five Plan. He stated <br />the proposed Sector Five Plan would cause drainage problems in Hills of <br />Hays Subdivision, due to an existing embankment. (5) Dr. Randy Rogers <br />stated he was concerned about the bicycle routes and walking trails and <br />the supervision and liability of these areas. (6) Reece Shaffer stated he <br />lS opposed to the Sector Five Plan. He stated he feels the Crystal River <br />Parkway expansion should be removed from the Sector Five plan for safety <br />reasons. (7) Key Moore stated he was the developer of the property behind <br />Mockingbird Hills, which is presently under contract. He stated since the <br />Leah to Leah connection was deleted from the Sector Five Plan, he was <br />advised by City staff the emergency gate would be mandatory. (8) Lisa <br />Islas stated she spoke earlier in the citizen comment period and would <br />like some clarification on the definition of a neighborhood collector road <br />and feels building a two or three lane road would cause more traffic. (9) <br />Mike McCoy stated the four-lane road is an issue, which needs to be <br />decided on soon. (10) Michelle Scott stated she has lived in the <br />Mockingbird Hills subdivision since 1985 and has been opposed to a Leah to <br />Leah connection since the Sector Five plan started back in 1989. She <br />stated after speaking to Mr. Moore she is under the impression Mr. Moore <br />does not intend to comply with any decision made by the City. (11) Laura <br />Davila stated she lS the neighborhood representative of Mockingbird Hills <br />and thanked Council for removing the Leah to Leah connection. She stated <br />she had four requests for the Council: 1) eliminate the Leah to Leah <br />connection now and in the future, 2) any future homes built in the new <br />development would follow the Mockingbird Hills restrictions 3) a home be <br />built at the end of Leah and 4) if an emergency gate is needed, it would <br />be built on the apartment complex property and a key to the lock be given <br />to emergency personnel only. Ms. Davila inquired as to whether the <br />Transportation Advisory Board could override the Sector Five plan in the <br />future. 12) Lisa Islas asked for a clarification on two-lane verses three- <br />lane roads. Jon James clarified the two or three-lane road would be <br />decided if the traffic load warranted more lanes. He also stated three- <br />lanes and a median would be safer. 13) Aleene Howser stated at a <br />neighborhood meeting she was told the State plans to widen FM 621 to four- <br />lanes and feels turning from 621 to Crystal River Parkway would be unsafe. <br />14) Rene Ozuna stated the Council should eliminate this proposed roadway <br />
