<br /> 67. <br />Regular Meeting April 8, 2002 Page 6 <br />because of safety reasons with the children and the blind hill. Mayor Chiu <br />closed the public hearing. Mr. Cox moved for approval of the Ordinance on <br />second reading and Mr. Mayhew seconded the motion. Ms. Hughson stated she <br />agrees with the residents of Hills of Hays that the four-lane road should <br />not go between the Hills of Hays Subdivision and DeZavala School. Ms. <br />Hughson moved to delete the 5th bullet item "Extension of Crystal River <br />Parkway from Staples Road to new arterial (residential collector)"on page <br />3-6 of the Sector Five Plan, and Mr. Mihalkanin seconded the motion. On <br />roll call the following vote was recorded: <br />AYE: Mihalkanin, Montoya, Hughson, Chiu, Cox, Tatum. <br />NAY: Mayhew. <br />ABSTAIN: None. <br />The amending motion was approved. Mr. Mihalkanin directed staff to address <br />the blind hill on Crystal River Parkway and to contact Texas Department of <br />Transportation regarding the widening of FM 621 and any intention of <br />correcting the blind hill. Council agreed by consensus. Mr. Mihalkanin <br />asked staff to review current laws regarding apartment complexes with an <br />emergency gate. Ms. Hughson moved to amend by removing the last paragraph <br />under Leah Avenue on page 3-7,"Finally, in order to meet...and DeZavala <br />Street", and Mr. Mihalkanin seconded the motion, which passed unanimously. <br />The Council th~n voted unanimously for the approval of the Ordinance on <br />second reading. <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING THE TABLE OF POLICE OFFICER POSITIONS UNDER CITY CODE <br /> SECTION 2.373¡ AND INCLUDING PROCEDURAL PROVISIONS. <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading and <br />Ms. Tatum seconded the motion, which passed unanimously. <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br /> AMENDING SECTION 2.362 OF THE CITY CODE TO CHANGE THE COMPOSITION OF <br /> THE SAN MARCOS YOUTH COMMISSION¡ AND INCLUDING PROCEDURAL PROVISIONS. <br />Ms. Hughson moved for approval of the Ordinance on first reading and Ms. <br />Tatum seconded the motion, which passed unanimously. <br />Mayor Chiu introduced for consideration reconsideration of a Zoning <br />Ordinance. The Council did not wish to reconsider the Zoning Ordinance. <br />The caption of the Zoning Ordinance reads as follows: <br />
