<br />4. <br />Regular Meeting <br /> <br />August 26, 2002 <br /> <br />Page 4 <br /> <br />Ms. Narvaiz moved for the approval of the Ordinance on the first reading <br />and Mr. Mayhew seconded the motion. Mr. Mayhew stated he feels it would <br />not make sense for the City to sell a lot for $1,500. Mr. Taylor inquired <br />whether a neighborhood park could be built there. Mr. Patterson stated the <br />City already has some property in the same neighborhood designated for <br />park. Mr. Mayhew stated he would like for the City to research whether <br />this property could be used by an organization such as Habitat for <br />Humanity. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Montoya. <br /> <br />NAY: <br /> <br />Mihalkanin, Narvaiz, Habingreither, Taylor and Mayhew. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />The motion failed. <br /> <br />Mayor Habingreither introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REVISING AND UPDATING CHAPTER 6, ANIMALS, OF THE CITY CODE; REVISING <br />CHAPTER 2, ADMINISTRATION, TO ESTABLISH A NEW ANIMAL SHELTER ADVISORY <br />COMMITTEE; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mr. Taylor moved for adoption of the Ordinance on third and final reading <br />and Ms. Narvaiz seconded the motion. Mr. Taylor moved to amend Section <br />6.085 which amendments were provided in a memo written by Mark Taylor and <br />Ms. Narvaiz seconded the motion. Mr. Mihalkanin inquired as to the <br />amendments, and Mr. Mark Taylor stated the criteria would provide <br />guidelines for the staff to use. The Council then voted unanimously for <br />the amendments to Section 6.085, provided in the memo written by Mark <br />Taylor. Mayor Habingreither stated he was pleased with the revisions, <br />which are a good compromise and now the focus can be on the condition of <br />the animals. Ms. Narvaiz complimented the work the Staff had done on this <br />Ordinance. The Council then voted unanimously for the adoption of the <br />Ordinance on third and final reading. <br /> <br />Mayor Habingreither introduced for consideration reconsideration of a <br />Zoning Ordinance. The Council did not wish to reconsider this Ordinance. <br />The caption reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 24.09 ACRE <br />TRACT OF PROPERTY LOCATED OFF OF THE 1600 BLOCK OF BROWN STREET FROM <br />"PD" PRE-DEVELOPMENT DISTRICT, "R-1" SINGLE-FAMILY DWELLING DISTRICT <br />(LOW DENSITY) AND UNZONED TO "PDD" PLANNED DEVELOPMENT DISTRICT (BASE <br />ZONING R-1 DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING <br />FOR PENALTIES. <br />
