Page 5 Mayor Habingreither introduced for consideration approval of minutes of the Regular Meeting held August 12, 2002, approval of one Ordinance on second reading, adoption of one Ordinance on third and final reading, adoption of fourteen Resolutions, approval to allow First Southwest Company to bid on Certificates of Obligation, Series 2002, in the amount of $1,800,000, and approval to set date for public hearing on land use assumptions and capital improvements plan regarding an update of water and wastewater impact fees, on consensus. The Council removed Item 21, adoption of Resolution, and Item 24, adoption of Resolution to be considered after Executive Session, and Item 30, approval to set date for public hearing on land use assumptions and capital improvements plan regarding an update of water and wastewater impact fees, to be considered separately. Mr. Mayhew moved for approval of minutes of the Regular Meeting held August 12, 2002, approval of Ordinance on second reading, adoption of Ordinance on third and final reading, adoption of the remaining twelve Resolutions, and approval to allow First Southwest Company to bid on Certificates of Obligation, Series 2002, in the amount of $1,800,000, and Mr. Montoya seconded the motion, which passed unanimously (Mayor Habingreither and Mr. Mihalkanin abstaining from Item 22, adoption of Resolution, and filing a disclosure affidavit-business entity). The captions of the Ordinances and Resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 15.31 ACRES, MORE OR LESS, LOCATED ADJACENT TO THE 1600-1700 BLOCKS OF POST ROAD (BERRY TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING PROCEDURAL PROVISIONs; AND DECLARING AN EFFECTIVE DATE. Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF A CONSTRUCTION SPEED LIMIT ON STATE HIGHWAY 80 AND STATE HIGHWAY 21; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DIRECTING PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION IN AN AMOUNT NOT EXCEEDING $1,800,000.00. (FOR THE PUBLIC PURPOSE OF PAYING CONTRACTUAL OBLIGATIONS TO BE INCURRED FOR PURCHASING AND IMPROVING LAND FOR PARK PURPOSES). A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RATIFYING THE FILING OF A GRANT APPLICATION WITH THE CAPITAL AREA PLANNING COUNCIL ("CAPCO") FOR A REGIONAL SOLID WASTE GRANTS PROGRAM
