<br />10. <br /> <br />Regular Meeting <br /> <br />November 25, 2002 <br /> <br />Page 10 <br /> <br />provided the Council with an Executive Summary of the RFP. He also stated <br />the RFP is ready to put out for bids. Mr. Taylor stated he does not want a <br />franchise fee to increase the rate. Mr. O'Leary stated Council directed <br />Staff to add this. Ms. Narvaiz stated she recalled Council asked staff to <br />look into a franchise fee if people continued to use multiple vendors, and <br />the fee would not be charged to everyone if the City used the same vendor. <br />Ms. Tatum stated she did not want to see the rates increased. Mayor <br />Habingreither stated the recycling is not in this contract and should the <br />City bid both ways. Mr. Mark Taylor stated the franchise rates can vary. <br />Mayor Habingreither suggested including options for a 0%, 5% and 10% <br />franchise fee in the solid waste contract. Mr. Mihalkanin stated he would <br />like to see the RFP for the recycling services. Mr. Mark Taylor stated the <br />RFP should be ready for the Council to review at the next Regular Meeting <br />on December 9, 2002. Mr. Taylor stated with the current economy, he is not <br />interested increasing recycling service, if it means increasing rates for <br />customers. <br /> <br />Mayor Habingreither introduced a discussion regarding a request for funding <br />for $5,950.00 for the San Marcos' Promise Youth Summit to be held on April <br />26, 2003. Mayor Habingreither inquired why this was not included in the <br />budget process. Ms. Narvaiz stated she has spoken to Craig Corbin, <br />Director of Youth Council, who stated he gave this request to the previous <br />City Manager before the budget process. She stated she feels this is a <br />good project and the students are also raising funds for this event. Mr. <br />Mihalkanin asked if the Summit would still take place if the Council does <br />not approve this request. Carol Peters, Youth Commission, stated she feels <br />this event would still be held. Ms. Narvaiz asked the Youth Commission to <br />come back to the Council and make their request after they have received <br />donations. Mr. Mihalkanin suggested bringing this item back to Council <br />during the first Regular Meeting in February, so the Council might grant a <br />portion of the request, if needed. <br /> <br />Mayor Habingreither introduced a discussion regarding the Purgatory <br />Greenspace annexation. Mr. O'Leary stated the Council held one Public <br />Hearing and then stopped the process. He stated he needed direction from <br />the Council whether to continue the process. Ms. Tatum stated she did not <br />see a rush in annexing this area, but would do what the rest of the Council <br />wants. Mr. Mayhew stated this is City land and would like to see the <br />process continued. Mr. Taylor inquired as to any impacts if the <br />disannexation of the Southwest San Marcos area proceeds. Mr. O'Leary <br />stated there would be some impact because this area is adjacent to one of <br />the sub areas. Mr. Taylor asked if this property did not get annexed, <br />would this delay the Parks Master Plan. Rodney Cobb, Director of Parks and <br />Recreation, stated the Council has already adopted the Parks Master Plan <br />and this would not delay it. Mr. Taylor and Mayor Habingreither stated <br />they would prefer to wait on the annexation of this property. Ms. Narvaiz, <br />Mr. Montoya and Mr. Mihalkanin stated they would like Staff to move forward <br />with the process. Mr. Mihalkanin stated he feels this annexation is <br />overdue. Mr. Taylor stated if this property is not annexed now and a <br />portion of the sub areas are disannexed, would this annexation still be <br />
