<br />2. <br />Regular Meeting <br /> <br />November 25, 2002 <br /> <br />Page 2 <br /> <br />hopes the Council would consider funding the Youth Commission request of <br />$5,950 for the Youth Summit. 5) Jim Neuhaus stated he wished to speak <br />regarding Item 31, discussion regarding the Southwest San Marcos possible <br />disannexation. He encouraged the Council to place the disannexation item <br />on the ballot to let the citizens decide. He stated he felt the previous <br />Council disregarded the financial analysis. 6) William McCorkle stated he <br />wished to speak regarding Item 32, discussion of smoking Ordinance. He <br />stated he had conducted his own investigation. He learned that when <br />Temple, Texas City Council adopted a smoking ban, businesses dropped 43%. <br />He stated he was told smoking customers went to a neighboring city. He <br />stated he felt private businesses should be able to choose how to run their <br />own businesses. 7) S.L. "Rob" Robinson stated he wished to speak regarding <br />Item 32, discussion of smoking Ordinance. He stated he felt the Council <br />should place this issue on the ballot and let the citizens decide. He <br />stated he would like to see the Council leave the Ordinance as it is. 8) <br />Marilee Mayhew stated she wished to speak regarding Item 32, discussion of <br />smoking Ordinance. She is in favor of revising the current Ordinance. She <br />stated she read the Bill of Rights and Constitution and could not find <br />where the right to smoke was protected. She stated she has noticed even <br />smokers do not like their own smoke. They drive with their windows down <br />while they smoke in their cars. She stated she should not be expected to <br />go to businesses who allow smoking. She feels the Council Members who have <br />listened to both sides have done their job. 9) Matthew C. LaHaie stated he <br />wished to speak regarding Item 32, discussion of smoking Ordinance. He <br />stated he was opposed to the proposed smoking Ordinance. He stated <br />restaurants already have nonsmoking sections, which are for those who do <br />not like smoking. 10) Tina Marbach stated she wished to speak regarding <br />Item 32, discussion of smoking Ordinance. She stated she is a mother of <br />three children, PE Coach and the owner of a small business. She encouraged <br />the Council to protect children with smoke-free businesses in San Marcos. <br />11) William Lake stated he wished to speak regarding Item 32, discussion of <br />smoking Ordinance. He stated he felt businesses are a free market <br />capitalist system and should not be interfered with. He stated economy in <br />San Marcos is already weak and a smoking ban would hurt business even more. <br />12) Jay Wood stated he wished to speak regarding Item 32, discussion of <br />smoking Ordinance. He stated he was a smoker by choice. He also stated he <br />felt this issue was a choice and freedom issue. 14) Andrew Harsock stated <br />he wished to speak regarding Item 32, discussion of smoking Ordinance. He <br />stated he is an antismoker and supports the revisions of this Ordinance. <br />He stated he feels this was a question of his and his children's rights to <br />breathe clean air. 15) Cynthia Norwood stated she wished to read a letter <br />on behalf of Maureen Martin regarding Item 32, discussion of smoking <br />Ordinance. The letter stated no smoking would be a win/win situation for <br />San Marcos. 16) Stephanie Norwood stated she wished to speak regarding <br />Item 32, discussion of smoking Ordinance. She stated she is a San Marcos <br />High School student. She also stated "We the People of United States" was <br />established for the purpose of government. She asked the Council to listen <br />to the citizens. She encouraged the Council to exercise their duty to <br />promote general welfare of the citizens. 17) Rod Elliott-Mullins stated he <br />wished to speak regarding Item 32, discussion of smoking Ordinance.
