Consider appointments to fill vacancies on the following Boards or Commissions, and <br />provide direction to staff: <br />A. Animal Shelter Advisory Board - COSM Official (Animal Services Manager) <br />B. Historic Preservation Commission <br />C. Housing Authority <br />D. Convention & Visitor Bureau Board - Food/Beverage Establishment Representative <br />The following appointments were made: <br />A. Housing Authority - Richard Cruz <br />D. Convention & Visitor Bureau Board - Food/Beverage Establishment <br />Representative - Monte Sheffield <br />The motion to approve these appointments carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />29. Hold discussion and receive a report from the Criminal Justice Reform Committee, <br />including draft legislation supporting a Cite and Release Program, and provide direction <br />to the City Manager. <br />Mark Rockeymoore, provided a brief update and thanked the committee and <br />staff for their work on this Cite and Release Ordinance. He spoke of his own <br />personal experience and the effect it had on his life. He understands the <br />necessity of this Ordinance. <br />There are three decision points on this item today. They include the following: <br />Shall we move forward with Ordinance or Resolution? Council consensus was <br />to bring back in Ordinance form. <br />It was noted that no other city in Texas has adopted an ordinance on this <br />City of San Marcos Page 20 <br />
