Council agreed by consensus to the dates and times for both the January Visioning Workshop and February Budget Policy Statement Workshop. Mr. O'Leary inquired whether the Council wanted a facilitator for the Visioning Workshop. Council agreed to have a facilitator. Mr. Mihalkanin stated he did not feel the facilitator for last year's Visioning Workshop was effective. He feels the facilitator should talk to each Council Member before the Visioning Meeting. Mayor Habingreither inquired whether Council wanted to hire the facilitator or let staff. Council agreed to let staff make arrangements for the facilitator. Mayor Habingreither introduced a discussion regarding location of City-owned property for possible site of Hispanic Chamber Building. Mayor Habingreither stated Mr. Mihalkanin and he had met with Ms. Quintanilla and Mr. Garza of the Hispanic Chamber of Commerce regarding possible sites. He stated they had selected property on Hopkins, which is 3.71 acres of parkland. Yolanda Quintanilla, President of the Hispanic Chamber of Commerce, stated she has given the Council a copy of the site proposal and calculations. Mr. Montoya asked if the Hispanic Chamber of Commerce was planning on putting the parking lot in back of the lot with an exit onto qoly Lane. Mr. O'Leary stated Holy Lane is a private road. Mayor Iabingreither stated he would like to discuss getting this proposal on the 1ay ballot. Ms. Narvaiz stated before this proposal can be placed on the May ballot, the Council would need to reach a consensus. She stated she would also like to know more about the building and how it will be funded. Mr. Taylor stated this could be placed on the ballot in May for the voters to decide. He also stated he was concerned about setting a precedent with giving up parkland. Mr. Mayhew stated he was not supportive of giving away parkland. Ms. Tatum stated she was concerned about setting a precedent of giving away parkland. She inquired whether there is another suitable location with good visibility. Ms. Narvaiz stated she feels the City should follow procedures. Mr. Mark Taylor stated he could provide Council with lease terms and a summary for their review at the next Regular Meeting in January. Ms. Narvaiz expressed concern whether the Hispanic Chamber of Commerce has thoroughly thought this issue through. She stated there would need to be strong criteria. She stated she was aware of a large building, which they could lease. Mr. Montoya stated he wanted to see the Council move forward with this possible site. Mr. Mihalkanin stated he respects the concerns of parkland being used and feels this would set a precedent. He stated he wants to lessen the future problems for the City and does agree the lease language must be specific. He stated he is not opposed to lease language being drafted. Mr. Mark Taylor stated he would provide a draft Lease agreement to the Council by January, and the Council wants tight ~riteria on the building construction.
