<br />Regular Meeting <br /> <br />December 9, 2002 <br /> <br />66. <br />Page 11 <br /> <br />a.m.-5:00p.m.] and Saturday, February 1, 2003 [9:00 a.m.-1:00 p.m.]) and <br />~ebruary Budget Policy Statement Workshop(proposed dates Friday, February <br />~1, 2003 [9:00 a.m.-5:00 p.m.] and Saturday, February 22, 2003 [9:00 a.m.- <br />L:OO p.m.]). Council agreed by consensus to the dates and times for both the <br />January Visioning Workshop and February Budget Policy Statement Workshop. <br />Mr. O'Leary inquired whether the Council wanted a facilitator for the <br />Visioning Workshop. Council agreed to have a facilitator. Mr. Mihalkanin <br />stated he did not feel the facilitator for last year's Visioning Workshop <br />was effective. He feels the facilitator should talk to each Council Member <br />before the Visioning Meeting. Mayor Habingreither inquired whether Council <br />wanted to hire the facilitator or let staff. Council agreed to let staff <br />make arrangements for the facilitator. <br /> <br />Mayor Habingreither introduced a discussion regarding location of City-owned <br />property for possible site of Hispanic Chamber Building. Mayor <br />Habingreither stated Mr. Mihalkanin and he had met with Ms. Quintanilla and <br />Mr. Garza of the Hispanic Chamber of Commerce regarding possible sites. He <br />stated they had selected property on Hopkins, which is 3.71 acres of <br />parkland. Yolanda Quintanilla, President of the Hispanic Chamber of <br />Commerce, stated she has given the Council a copy of the site proposal and <br />calculations. Mr. Montoya asked if the Hispanic Chamber of Commerce was <br />planning on putting the parking lot in back of the lot with an exit onto <br />qoly Lane. Mr. O'Leary stated Holy Lane is a private road. Mayor <br />Iabingreither stated he would like to discuss getting this proposal on the <br />1ay ballot. Ms. Narvaiz stated before this proposal can be placed on the <br />May ballot, the Council would need to reach a consensus. She stated she <br />would also like to know more about the building and how it will be funded. <br />Mr. Taylor stated this could be placed on the ballot in May for the voters <br />to decide. He also stated he was concerned about setting a precedent with <br />giving up parkland. Mr. Mayhew stated he was not supportive of giving away <br />parkland. Ms. Tatum stated she was concerned about setting a precedent of <br />giving away parkland. She inquired whether there is another suitable <br />location with good visibility. Ms. Narvaiz stated she feels the City should <br />follow procedures. Mr. Mark Taylor stated he could provide Council with <br />lease terms and a summary for their review at the next Regular Meeting in <br />January. Ms. Narvaiz expressed concern whether the Hispanic Chamber of <br />Commerce has thoroughly thought this issue through. She stated there would <br />need to be strong criteria. She stated she was aware of a large building, <br />which they could lease. Mr. Montoya stated he wanted to see the Council <br />move forward with this possible site. Mr. Mihalkanin stated he respects the <br />concerns of parkland being used and feels this would set a precedent. He <br />stated he wants to lessen the future problems for the City and does agree <br />the lease language must be specific. He stated he is not opposed to lease <br />language being drafted. Mr. Mark Taylor stated he would provide a draft <br />Lease agreement to the Council by January, and the Council wants tight <br />~riteria on the building construction. <br /> <br />Mayor Habingreither introduced a discussion regarding Recycling Drop-Off <br />Center Request for Proposal.
