Mr. Sherwood Bishop stated he supports this item. He <br />;tated he feels it is important to raise impact fees to pay for new <br />:onstruction. Rate payers are now paying for development. He stated <br />Council can grant a variance and waive fees in order to address affordable <br />housing. He thinks the five-year grandfathering is too long and should be <br />reduced to two or three years. Ms. Narvaiz stated she appreciates Staff's <br />hard work. She encourages people to tie into existing system. She stated <br />she wants an annual review to take place in October instead of January as <br />recommended by the Staff, and therefore she will not support this Ordinance <br />as written. Mr. Taylor inquired as to the effectiveness of reducing the <br />grandfathering to three years. Mr. O'Leary stated he thinks it would be <br />difficult to determine the figures since developers all build at different <br />rates. Mayor Habingreither stated he feels there needs to be a balance and <br />thinks five years is reasonable. Mr. Mihalkanin stated he feels the <br />grandfathered developments should have five years to be completed. Mr. <br />Taylor stated he feels someone has to pay.
