107. MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, September 24, 2002 PRESENT: Mayor Mayor Pro-Tern Deputy Mayor Pro-Tern Council Members City Manager City Clerk City Attorney Director of Planning and Dev.Servs. Director of Water/Wastewater Director of SMEU Director of Engineering * Robert B. Womack Mark 'Taylor Ron Patterson Tom Taggart Bob Higgs Laurie Anderson Also present: Ray Kotowski, Larry McNeil, Doris Colgin, Carter Morris, Collette Jamison, Sherri Russell, Stephanie Garcia, Shelley Goodwin and others. Mayor Habingreither called the meeting to order at 6:30 p.m. Habingreither lead the Pledge of Allegiance. Mayor Mayor Habingreither introduced the Citizen comment period. Ray Kotowski stated he was disappointed in the Austin American Statesman for the article regarding Mr. Tatum's comments during the Citizen comment period at the Regular Meeting held on Monday, September 23, 2002. He stated this article was written by a reporter whom was not at the meeting. He stated Mr. Tatum requested a Public Hearing regarding the accident regarding a gas spill involving Ms. Tatum. Mr. Kotowski felt Mr. O'Leary had held the requested Public Hearing when he explained the City did respond to the scene. Mayor Habingreither introduced a public hearing an Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 677 ACRES, MORE OR LESS, LOCATED ALONG AND ADJACENT TO THE 2500 TO 4500 BLOCKS OF STATE HIGHWAY 123 (HIGHWAY 123 SOUTH TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN EMERGENCY.
