He <br />stated he does not agree with the Ethics Review Commission's opinion, which <br />discouraged Council Member Taylor from participating in discussions <br />regarding the disannexation of the Southwest San Marcos area. 2) Ray <br />Kotowski stated he wished to speak regarding the Ethics Review Commission. <br />He stated he feels the Ethics Review Commission is dysfunctional and used <br />faulty judgment regarding Council Member Taylor's participation in <br />disannexation of the Southwest San Marcos area. He stated he did not feel <br />Mr. Taylor received a fair hearing. 3) Tom Rowe stated he wished to speak <br />on Item 22, revisions to City smoking regulations. He stated he is a non- <br />smoker and is against strengthening the City's current smoking Ordinance. <br />4) Gary Gilbert, owner of Sunset Bowling Lanes, stated he wished to speak <br />
