Mayor Habingreither stated the City should ask the school district to analyze the problem of the drop-out rate. Mr. Montoya stated he would like to discuss sharing school playgrounds being used as parkland. Mayor Habingreither introduced the City Council's Report. Ms. Tatum stated Item 19, approval for use of General Fund Contingency Funds in connection with the investigation of the campaign flyer offers a $2,000 reward by Crimestoppers. She stated she wants to let as many people know about the reward as possible. Mayor Habingreither introduced an Executive Session pursuant to the Government Code, Section 551.071, to seek the City Attorney's advice regarding pending litigation, contemplated litigation, a settlement offer, or a matter involving attorney-client privilege (disannexation of Southwest San Marcos Annexation area). Mr. Mayhew moved the Council adjourn into Executive Session at 10:03 p.m. and Ms. Tatum seconded the motion, which passed unanimously. Mr. Mihalkanin moved the Council reconvene at 11:22 p.m. and Ms. Tatum seconded the motion, which passed unanimously. Mayor Habingreither introduced a discussion regarding disannexation of Southwest San Marcos area. Mr. Mayhew stated he had read a statement saying Council has decided to review the Southwest San Marcos annexation by sub-areas. He stated he feels this process will take longer than sixty days, and he asked Staff to place this item on the Regular Meeting on November 25, 2002, so Council can discuss the issue of sub-areas.
