<br />186. <br /> <br />Regular Meeting <br /> <br />November 4, 2002 <br /> <br />Page 9 <br /> <br />to discuss the school drop-out rates, youth programs and youth facilities. <br />Mayor Habingreither stated the City should ask the school district to <br />analyze the problem of the drop-out rate. Mr. Montoya stated he would like <br />to discuss sharing school playgrounds being used as parkland. <br /> <br />Mayor Habingreither introduced the City Council's Report. Ms. Tatum stated <br />Item 19, approval for use of General Fund Contingency Funds in connection <br />with the investigation of the campaign flyer offers a $2,000 reward by <br />Crimestoppers. She stated she wants to let as many people know about the <br />reward as possible. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (disannexation of <br />Southwest San Marcos Annexation area). Mr. Mayhew moved the Council <br />adjourn into Executive Session at 10:03 p.m. and Ms. Tatum seconded the <br />motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 11:22 p.m. and Ms. Tatum <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced a discussion regarding disannexation of <br />Southwest San Marcos area. Mr. Mayhew stated he had read a statement <br />saying Council has decided to review the Southwest San Marcos annexation by <br />sub-areas. He stated he feels this process will take longer than sixty <br />days, and he asked Staff to place this item on the Regular Meeting on <br />November 25, 2002, so Council can discuss the issue of sub-areas. <br /> <br />The meeting adjourned at 11:27 p.m. on motion made by Mr. Mihalkanin and <br />seconded by Mr. Montoya. <br /> <br />rJ- P>./~ <br /> <br /> <br />Robert B.
