<br />147. <br /> <br />Regular Meeting <br /> <br />October 28, 2002 <br /> <br />Page 10 <br /> <br />Mayor Habingreither introduced a discussion regarding locations of City- <br />owned property for possible site of Hispanic Chamber Building. Mr. O'Leary <br />provided a map of all city-owned properties. Mayor Habingreither stated he <br />feels the Hispanic Chamber of Commerce needs an area with high visibility. <br />Mr. Mihalkanin asked if there are areas designated "public". Mr. Patterson <br />stated there are different areas, which are public such as City Hall. He <br />stated he would provide a map labeling these areas. Mr. Mihalkanin stated <br />he would also like the new map to distinguish between public use and <br />parkland. Mr. Patterson also stated he would include labeling the zoning <br />of these properties. It was consensus to look at this matter again on <br />November 4, 2002. <br /> <br />Mayor Habingreither introduced a discussion regarding the investigation of <br />the campaign flyer. Mr. Mark Taylor stated he provided five options of <br />courses of action. Mr. O'Leary stated there are pros and cons to these <br />options. He stated the Texas Rangers and the District Attorney are too <br />busy to handle this investigation. He stated he feels it is not a good <br />idea to use staff, and the Sheriff Department is reluctant to get involved. <br />Ms. Narvaiz inquired to offering a reward. Mr. O'Leary stated this could <br />be done through CrimeStoppers, but Council would need to determine the <br />amount of reward. Mr. Mihalkanin inquired what the next step would be if <br />information is received regarding a crime has been committed. Mr. Mark <br />Taylor stated it would be handed over to the District Attorney. <br /> <br />Mayor Habingreither introduced a discussion regarding Mill Street and Third <br />Street improvements. Mr. Mihalkanin stated he had received calls from <br />citizens regarding the Mill Street area. He feels the City should pay for <br />guardrails in front of the house due to a public safety hazard. He would <br />like Staff to find funding to pay for this project. He also stated if a <br />budget amendment is needed, he would like this brought to the next meeting. <br />Mr. Mihalkanin also stated this area needs sidewalks so children can walk <br />safely to the park. Mr. Mayhew stated he would like Staff to address these <br />problems and find out the amount it would cost to correct. Mr. Mihalkanin <br />stated this problem needs to be expedited. Mr. O'Leary stated these <br />concerns are going to be discussed at next month's Neighborhood Association <br />Meeting. He also stated the homeowner wants protection for some of her <br />trees. Mr. Mihalkanin stated he would like to see the City place a "No <br />Thru Street" sign to help stop traffic from using the driveway as a street. <br />This matter will be agendized for further consideration on November 4, <br />2002. <br /> <br />Mayor Habingreither introduced a discussion regarding revisions to City <br />smoking regulations. Mr. Mayhew stated he had received several calls from <br />concerned citizens to revise the smoking Ordinance. He feels like this <br />issue needs to be brought to the Council as an action item. Mr. Montoya <br />stated he would like to see the Ordinances from other municipalities. Mr. <br />Mayhew stated he wants to start reviewing the Ordinance at the next Regular <br />Meeting on November 4, 2002. Mr. Mihalkanin stated he feels the Council <br />needs to discuss this item at an additional meeting before the Council <br />
