Ms. Tatum stated she feels this is a health lssue <br />and needs to be dealt with as soon as possible. <br /> <br />Mayor Habingreither introduced a discussion regarding long-range planning <br />for the City of San Marcos. Mayor Habingreither handed out a packet <br />regarding long-range planning. He stated he would like to look at the <br />large issues of the City. He asked the Council to look at issues they think <br />are important to the community and to provide their individual opinions. <br />Mayor Habingreither stated he would like the Council to work on listing <br />their issues and get them back to him by December 6, 2002 so he can compile <br />compile and prioritize them. Mr. Mihalkanin stated many citizens have <br />already spent many hours on planning and visioning for the City. He <br />provided a handout regarding approved master plans for the City. Ms. <br />Narvaiz stated the visions are what the citizens want rather than what she <br />individually may want. Mr. Taylor stated he feels the Council spends a lot <br />of time on mundane issues and thinks there should be more time spent on <br />visioning and planning. Mr. Mayhew stated every January the Council has <br />workshops regarding visioning and planning. Mayor Habingreither stated <br />this would be preparation for January's workshops. Mr. Mihalkanin stated <br />he feels the Council should take advantage of the work which has already <br />been done. Mayor Habingreither requested the Council hold off on <br />completing the packet until he determines how the Council should proceed <br />with his proposed process. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Mayor <br />Habingreither stated Dr. Perez of SMCISD on November 21, 2002 is asking for <br />a Leadership Summit Workshop with San Marcos CISD Board of Trustees, SWT <br />President and Cabinet members, the County Judge and Commissioners and the <br />City Council. The Council agreed by on consensus to hold the Workshop. 2) <br />Mr. Mayhew stated he wanted to address the disannexation and for the Staff <br />to agendize the matter. 3) Mayor Habingreither stated he wanted to see the <br />Council receive food for the meetings and workshops, which begin at 6:00 <br />p.m. Council agreed by consensus. 4) Mayor Habingreither stated at the <br />next Regular Meeting on November 4, 2002, he would like to discuss an <br />expense policy for the Council. 5) Mr. Mark Taylor stated the annexation <br />schedule for a new annexation calls for two additional meetings in <br />November. He stated there would need to be a Special Meeting on November <br />12, 2002 at 6:00 p.m. and another Special Meeting on November 18, 2002 at <br />6:00 p.m. He also stated the Council could discuss the smoking Ordinance <br />at the Special Meeting on November 18, 2002. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (election campaign flyer; <br />Southwest San Marcos Annexation area); Sections 551.072 and 551.073, to <br />discuss the lease of real property (parking area along Bobcat Drive); and <br />Section 551.074, to discuss evaluation of public officers (City Manager, <br />City Attorney, City Clerk, Municipal Court Judge).
