He <br />feels if Council should put this item on the agenda and make a decision, so <br />the Council can spend time on more important issues. 4) Camille S. <br />Phillips stated she feels the Council should make a decision on the <br />disannexation and move on for the good of the citizens. 5) Gordon Sabin <br />was not present to speak but provided written comments regarding Item # 6, <br />Impact Fees. 6) Kim Gunn, Director of Government Relations for the Austin <br />Apartment Association, stated she wished to speak on Item 14, Noise <br />Nuisance Disconnect and Reconnect Ordinance. She stated she feels the <br />increases of this Ordinance are unfair for the citizens. She also stated <br />since half of Sagewood has been designated as fire lanes, who is <br />responsible for the lost parking places. 7) Tom Rowe stated he wished to <br />speak on Item 25, the campaign flyer. He encouraged the Council to pursue <br />the investigation of the campaign flyer. 8) Dr. Sue Ann Harrison stated <br />she is a pediatrician and a member of San Marcos Clean Air Now. She stated <br />she wished to speak on Item #27, revision to City smoking regulations. She <br />stated smoking is a major problem, which causes illness in children. She <br />urged Council to strengthen the smoking Ordinance in public places. 9) <br />Jamie Doty, member of San Marcos Clean Air Now stated she wished to speak <br />on Item #27, revision to City smoking regulations. She urged the Council <br />to update the present smoking Ordinance to regulate clean air in public <br />places. She stated she has a petition with over 800 signatures and is <br />still gathering names. 10) Fabian Vasquez, sophomore at San Marcos High <br />School, stated he wished to speak on Item #27, revision to City smoking <br />regulations. He stated the students are depending on the Council to pass <br />an Ordinance banning smoking in public places. 11) Nettie Hartsock, member <br />of San Marcos Clean Air Now, stated she wished to speak on Item #27, <br />revision to City smoking regulations. She urged the Council to update the <br />smoking Ordinance. 12) James Moyle, Radiologist, stated he wished to speak <br />on Item #27, revision to City smoking regulations. He stated second-hand <br />smoke contains carcinogens and irritants, which are significant health <br />hazards and nuisances. Smoking is a major environmental risk, which <br />society faces today. He supports legislation to protect health; and <br />second-hand smoke should be included. It harms children and causes heart <br />disease and lung cancer. 13) Ardalan Tajalli, junior at San Marcos High <br />School, stated he wished to speak on Item #27, revision to City smoking <br />regulations. He stated he would like to see the smoking Ordinance changed. <br />He does not want his sister and himself to breathe smoke. 14) Dr. David <br />Jones, Cancer Specialist with Cancer Center, stated he wished to speak on <br />Item #27, revision to City smoking regulations. He assured the Council <br />fewer people will die if the Council strengthened the smoking Ordinance. <br />He stated he feels the right to smoke and where are separate issues. <br />Freedom in this country should not guarantee that some can smoke anywhere <br />where ir will harm others. <br /> <br />Mayor Habingreither introduced for consideration approval of one <br />appointment to the Human Development Commission. No nominations were <br />received and this will be rescheduled. <br />
