Mayor Habingreither introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE 2002-2003 CITY BUDGET TO PROVIDE FUNDING FOR THE LOCAL LAW ENFORCEMENT BLOCK GRANT FOR CAMERA SYSTEMS FOR POLICE VEHICLES; AND DECLARING AN EMERGENCY. Mr. Mihalkanin moved for adoption of the Ordinance on emergency and Ms. Tatum seconded the motion, which passed unanimously. Mayor Habingreither introduced for consideration a public hearing and approval of a Resolution, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RATIFYING A GRANT APPLICATION TO THE BUREAU OF JUSTICE ASSISTANCE FOR A LOCAL LAW ENFORCEMENT BLOCK GRANT; APPROVING A GRANT CONTRACT WITH THE BUREAU OF JUSTICE ASSISTANCE FOR A LOCAL LAW ENFORCEMENT BLOCK GRANT; APPROVING THE CONTRIBUTION OF MATCHING FUNDS BY THE CITY AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL GRANT RELATED DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. Mayor Habingreither opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Habingreither closed the public hearing. Mr. Mayhew moved for adoption of the Resolution and Ms. Tatum seconded the motion. Mr. Taylor asked if this $33,000 grant and the City's matching $3,300, was a recurring expense. Mr. O'Leary stated this is a grant for $30,015 and the City matches 10% of the grant of a one-time cash match. The Council then voted unanimously for adoption of the Resolution. Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 1,448.06 ACRES, MORE OR LESS, LOCATED OFF OF IH35 NORTH, NORTH OF THE BLANCO RIVER, INCLUDING THE CHAMPIONS CROSSING AND SADDLEBROOK SUBDIVISIONS (NORTH IH35 TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE.
