<br />143. <br />Regular Meeting <br /> <br />October 28, 2002 <br /> <br />Page 6 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RELEASE OF A DRAINAGE EASEMENT IN LOT 3, BLOCK A, <br />WEATHERFORD HEIGHTS SUBDIVISION, TO CAROL D. CORMACK; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE A RELEASE; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mr. Mayhew moved for approval of the Ordinance on first reading and Ms. <br />Tatum seconded the motion. Ms. Tatum inquired if this release was a <br />release of drainage. Mr. O'Leary stated the property owner requested a <br />release of a drainage easement, which is across the back of her property. <br />The Council then voted unanimously for approval of the Ordinance on first <br />reading. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2.566 OF THE CITY CODE TO INCREASE THE PURCHASING <br />AUTHORITY OF THE CITY MANAGER; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Ms. Tatum moved for approval of the Ordinance on first reading and Mr. <br />Mayhew seconded the motion. Mayor Habingreither stated he endorses this <br />Ordinance. Mr. Taylor feels the approval of this Ordinance is a good idea <br />and will allow the Council more time to work on matters that are more <br />important. The Council then voted unanimously for approval of the <br />Ordinance on the first reading. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2002-2003 BUDGET TO PROVIDE FUNDING THE PURCHASE <br />OF FIRE SAFETY EQUIPMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for approval of the Ordinance on the first reading and <br />Mr. Montoya seconded the motion. Mr. Taylor asked what thermal imaging is <br />used for. Todd Derkacz, Fire Chief, stated thermal imagers are cameras, <br />which allow firefighters to see through heavy smoke. Ms. Narvaiz thanked <br />Sharon Chiu and her committee for the hard work in putting together the <br />Firefighters' Ball, which raised these funds. The Council then voted <br />unanimously for approval of the Ordinance on first reading. <br /> <br />Mayor Habingreither introduced for consideration approval of minutes of the <br />Regular Meeting held October 14, 2002, approval of three Ordinances on <br />second reading, adoption of six Resolutions and approval of Change in <br />Services No.1 in the amount of $11,892.00 for Fugro South, Inc. regarding <br />material testing for Davis Lane and Aquarena Springs Extension, on <br />consensus. The Council removed Item 14, approval of Ordinance on second <br />reading, and Item 20, adoption of Resolution, to be considered separately. <br />Mr. Mihalkanin moved for approval of minutes of the Regular Meeting held <br />October 14, 2002, approval of two Ordinances on second reading, adoption of <br />
