Mayor Habingreither and Ms. Narvaiz stated they would <br />rather see the recycling center be part of the contract. Mr. Taylor stated <br />he would like Green Guy to be a subcontractor within the contract. Mr. <br />Mark Taylor stated he would need to research and provide the answer later <br />if the recycling subcontractor could be specified. Mr. Mihalkanin stated <br />recycling should be provided to help the citizens. Mr. Mayhew, Mr. Taylor, <br />Mayor Habingreither and Ms. Narvaiz stated the recycling should be part of <br />the contract. Mr. O'Leary inquired whether the City can legally require <br />Green Guy as the recycling contractor. Mayor Habingreither stated he <br />preferred Green Guy be used. Ms. Narvaiz stated she feels Green Guy does a <br />great job, but feels they should not be specified in the contract. Mr. <br />Mihalkanin stated he feels Green Guy should be specified in the recycling <br />contract. Mr. Montoya stated he feels there should be two separate <br />contracts, and Green Guy should be specified in the contract. Mr. Taylor <br />stated he feels the City should leave competitive. Mr. Mayhew stated his <br />preference is Green Guy, but does not feel it needs to be specified in the <br />contract. Mr. O'Leary stated the Staff would evaluate the proposals and <br />make a recommendation to the Council. Mr. Mihalkanin stated he would like <br />to see the ratings on all proposals. Ms. Narvaiz stated she feels the <br />response time of 25 days for a RFP is plenty time. Mr. Mihalkanin stated <br />he would like the Council to review the RFP before it goes out. The <br />Council agreed on consensus to restrict all communication with vendors to <br />the purchasing agent. <br /> <br />Mayor Habingreither introduced a discussion regarding setting a date for <br />the Land Development Code Workshop. Mr. O'Leary stated the proposed date <br />for the Land Development Code Workshop is Saturday, October 26, 2002 from <br />8:30 a.m. to 1:00 p.m. Council agreed by consensus to hold an educational <br />Workshop regarding the Land Development Code on Saturday, October 26, 2002 <br />from 8:30 a.m. to 1:00 p.m. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Ms. Narvaiz <br />stated she had done some research on the bar hour issue and would provide a <br />report to the Council when it is discussed. 2) Mr. Montoya stated he had <br />received a complaint regarding parking on Robbie Lane near HEB. Mr. <br />O'Leary stated cars are parking on both sides of the road, which makes it <br />difficult for traffic flow. He also stated they are parking legally unless <br />the City changes the area to a "No Parking" zone. 3) Mr. Taylor stated he <br />had received a call from a citizen who had been kicked out of the park at <br />Thompson's Island for practicing Taekwondo. He also inquired as to the <br />difference between a group of people playing football and practicing <br />karate. Mr. Cobb stated a citizen had called in with a complaint of a <br />fight on Thompson's Island. A Park Ranger was sent out to investigate the <br />activity the individuals were engaged in. They were all dressed in <br />different attire and the Park Ranger made a judgment call. Mr. O'Leary <br />suggested next time the group uses the park to practice karate, he <br />suggested they wear some type of clothing, which would signify they are a <br />group practicing and not fighting. <br />
