Mr. O'Leary suggested going through the Parks and Recreation <br />Advisory Board for citizen input. Ms. Narvaiz stated Mrs. Chiu has been <br />involved for years in raising funds for the firefighters and feels the City <br />needs to respond as quickly as possible. Ms. Tatum stated Mrs. Chiu has <br />done a wonderful job raising funds for the statues and would like to see a <br />ceremony and dedication on September 11. Council agreed by consensus to <br />get public input on the location of both statues through the Parks and <br />Recreation Advisory Board, look at alternative sites, and to have a <br />ceremony on September 11 with pictures of both statues if time does not <br />permit placement by then. <br /> <br />Mayor Habingreither introduced a discussion regarding a request from the <br />San Marcos Area League of Women Voters to be provided space at the Activity <br />Center for free or for a nominal amount for three events to be held <br />September 11, 2002, October 16, 2002 and April 22, 2003. Ms. Narvaiz <br />stated due to recent budget constraints she feels the Activity Center <br />should not be allowed to be used for free. Mr. Cobb stated the bill for <br />the amount the San Marcos Area League of Women Voters received was wrong <br />and since then the bill has been corrected. He also stated with the <br />computer billing system electronically. Mr. Mayhew inquired how often the <br />fees are waived for non-profit organizations. Mr. Cobb stated the City has <br />an agreement with the San Marcos School District for use. City-related <br />organizations do not pay a fee. Mayor Habingreither suggested the Parks <br />and Recreation Department come up with language to clarify when the <br />Activity Center fees are waived. Council agreed by consensus for the Parks <br />and Recreation Advisory Board to review the fee structure for renting City- <br />owned facilities. Mr. Cobb stated the Parks Board is meeting tomorrow <br />night and this issue is on their agenda to discuss. <br /> <br />Mayor Habingreither introduced a discussion regarding submission of <br />amendments to the National Municipal Policy proposals and resolutions of <br />the National League of Cities. The Council Members had no submission of <br />amendments to the National Municipal Policy proposals and resolutions of <br />the National League of Cities at this time. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Ms. Narvaiz <br />stated she attended the Main Street Advisory Board and they had some <br />concerns with the downtown parking and budget cuts. She stated the Main <br />Street Advisory Board was concerned about effectiveness of the proposed <br />Downtown parking program without the Parking Manager position. 2) Mayor <br />Habingreither suggested having another Budget Workshop. Council agreed by <br />consensus for a Budget Workshop on August 5, 2002 from 6:00 p.m. until <br />10:00 p.m. 3) Mr. O'Leary stated he had some calls regarding the West Nile <br />Virus and would like for Mark Brinkley, Director of Health, to update <br />everyone on the status. Mark Brinkley stated there have been 2 recent <br />cases in Texas. Both cases have been in birds and in Harris County. He <br />also stated the City will be running the mosquito machine and would also <br />like the citizens of San Marcos to help out by locating larvae. There will <br />be a public information release regarding puddling water, such as bird <br />baths, and for citizens to be alert. He stated this virus appears in two <br />
