<br />Regular Meeting <br /> <br />July 8, 2002 <br /> <br />113. <br />Page 11 <br /> <br />Mr. Mayhew moved for the adoption of the Resolution with the amendments on <br />the Recital 3. to read the City of San Marcos, and Ms. Tatum seconded the <br />motion. Chief Griffith stated he and Dr. Covington of Southwest Texas <br />State University felt it would be best for the City to be the grantee. He <br />also stated Southwest Texas State University will still be a full partner. <br />On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Montoya, Narvaiz, Taylor, Mayhew and Tatum. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Mihalkanin and Habingreither. <br /> <br />(Mr. Mihalkanin and Mayor Habingreither abstaining to the preceding <br />Resolution- disclosure affidavits-business entity filed). <br /> <br />Mayor Habingreither introduced for consideration setting the time and place <br />of public hearing for the FY2003 proposed Budget and direction to the City <br />Clerk to publish public hearing notice and general summaries in the <br />newspaper. Mr. Taylor moved for the public hearing for FY2003 proposed <br />Budget to be held on August 12, 2002 at 7:00 p.m., City Council Chambers, <br />City Hall, 630 E. Hopkins, San Marcos, Texas and for the City Clerk to <br />publish public hearing notice and general summaries, and Ms. Tatum seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration approval of expenditure <br />from the Tourist Account Fund in the amount of $3,894.60 for the purchase <br />of City lapel pins for the purpose of promoting tourism to the City of San <br />Marcos. Ms. Tatum moved for the approval of the expenditure from the <br />Tourist Account Fund for $3,894.60 for the purchase of City lapel pins, and <br />Mr. Mayhew seconded the motion. Mr. Mihalkanin inquired as to whether this <br />item should come from another funding source instead of the tourist <br />account. Mr. Mark Taylor stated funding from the tourist account can only <br />be spent on promoting tourism to the City. He also stated there would be <br />no problem with funding for this item out of the tourist account. Ms. <br />Tatum stated these pins are given at several different events and <br />conferences to help promote the City. The Council then voted unanimously <br />for the approval of the expenditure from the Tourist Account Fund for <br />$3,894.60 for the purchase of City lapel pins. <br /> <br />Mayor Habingreither introduced a discussion regarding a proposal to create <br />a site for the relocation of threatened historic buildings. Mr. O'Leary <br />stated the Historic Preservation Commission had requested the Council <br />discuss this item. Rodney VanOuderkerke, Chairman of the Historic <br />Preservation Commission, stated Southwest Texas State university is going <br />to demolish the Alumni House and the Houston House, both historical <br />structures. He stated he would like Council's approval to get a proposal <br />for preserving these historical structures and to identify City owned <br />property to move these structures and develop when funds are available. He <br />stated he wants to look for grants available for paying to relocate these <br />
