The Council then voted for the 2nd alternate position. On roll call the following vote was recorded: Rasco: Mihalkanin, Montoya, Mayhew and Tatum. Rogers: Narvaiz, Habingreither and Taylor. Mr. Rasco will serve as the 2nd alternate. Mayor Habingreither introduced for consideration approval of three appointments to the Youth Commission. No nominations were received and this will be rescheduled. Mayor Habingreither introduced a public hearing regarding an annexation, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 1,448.06 ACRES, MORE OR LESS, LOCATED OFF OF IH-35 NORTH, NORTH OF THE BLANCO RIVER, INCLUDING THE CHAMPIONS CROSSING AND SADDLEBROOK SUBDIVISIONS (NORTH IH-35 TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. Mayor Habingreither opened the public hearing and asked if anyone wished to speak. 1) Steve Ramsey, of Baker-Aicklen and Associates stated he represents several landowners around the proposed annexation area. He stated these property owners wish to be annexed. Mr. Ramsey urged the Council to postpone the proposed annexation for three weeks in order to get all the necessary paperwork completed. He also stated annexing the whole area at once would benefit the City. No one else wished to speak, so Mayor Habingreither closed the public hearing. Mr. Mihalkanin stated he feels this annexation should be postponed for 90 days to give the City the opportunity to annex this area at one time. Mr. Mayhew suggested since this annexation Ordinance is only scheduled for a Public Hearing and not an action item, then the Council should consider going forward with the annexation. He also suggested postponing the Ordinance after the second reading if more time is needed to complete the paperwork. The Council agreed by consensus to continue with the process and postpone after the second reading if more time is needed.
