On <br />roll call the following vote was recorded: <br /> <br />Rasco: <br /> <br />Mihalkanin, Montoya, Mayhew and Tatum. <br /> <br />Rogers: <br /> <br />Narvaiz, Habingreither and Taylor. <br /> <br />Mr. Rasco will serve as the 2nd alternate. <br /> <br />Mayor Habingreither introduced for consideration approval of three <br />appointments to the Youth Commission. No nominations were received and this <br />will be rescheduled. <br /> <br />Mayor Habingreither introduced a public hearing regarding an annexation, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 1,448.06 ACRES, MORE <br />OR LESS, LOCATED OFF OF IH-35 NORTH, NORTH OF THE BLANCO RIVER, <br />INCLUDING THE CHAMPIONS CROSSING AND SADDLEBROOK SUBDIVISIONS (NORTH <br />IH-35 TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished to <br />speak. 1) Steve Ramsey, of Baker-Aicklen and Associates stated he <br />represents several landowners around the proposed annexation area. He <br />stated these property owners wish to be annexed. Mr. Ramsey urged the <br />Council to postpone the proposed annexation for three weeks in order to get <br />all the necessary paperwork completed. He also stated annexing the whole <br />area at once would benefit the City. No one else wished to speak, so Mayor <br />Habingreither closed the public hearing. Mr. Mihalkanin stated he feels <br />this annexation should be postponed for 90 days to give the City the <br />opportunity to annex this area at one time. Mr. Mayhew suggested since this <br />annexation Ordinance is only scheduled for a Public Hearing and not an <br />action item, then the Council should consider going forward with the <br />annexation. He also suggested postponing the Ordinance after the second <br />reading if more time is needed to complete the paperwork.
