<br />Regular Meeting <br /> <br />July 8, 2002 <br /> <br />107. <br />Page 5 <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />reconsideration of a Zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 103.89 <br />ACRE, MORE OR LESS, TRACT OF PROPERTY LOCATED IN THE 2200 BLOCK OF IH- <br />35 NORTH FROM "PD" PRE-DEVELOPMENT DISTRICT TO "PDD" PLANNED <br />DEVELOPMENT DISTRICT; ESTABLISHING BASE ZONING CLASSIFICATIONS FOR <br />PORTIONS OF THE PROPERTY; AMENDING THE FUTURE LAND USE MAP OF THE <br />MASTER PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mr. Taylor moved to reconsider the Zoning Ordinance and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. Mayor Habingreither opened <br />the public hearing and asked if anyone wished to speak. No one wished to <br />speak, so Mayor Habingreither closed the public hearing. Mr. Mayhew moved <br />for the adoption of the Zoning Ordinance and Ms. Narvaiz seconded the <br />motion which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />MAKING NONSUBSTANTIVE REVISIONS TO THE CITY CHARTER; INCLUDING <br />PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for approval of the Ordinance on first reading, and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REJECTING ALL PROPOSALS RECEIVED BY THE CITY FOR THE COLLECTION AND <br />DISPOSAL OF SOLID WASTE AND RECYCLABLE MATERIALS; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Habingreither stated citizens who signed up to speak during this <br />agenda item to come to the podium. 1) Jane Hughson, encouraged the City to <br />postpone awarding this contract until the Council could discuss the terms <br />of the contract with the citizens. 2) Kirk Harrison, Manager of the Waste <br />Management Landfill outside New Braunfels, stated they are the largest <br />garbage hauler in the United States. He stated if the Council rejects <br />proposals, Waste Management would volunteer to provide trash services so <br />the Council could have time to make a decision. 3) Kyle Hahn, owner of <br />Green Guy Recycling, encouraged the Council to review this item closely and <br />explore other options. He also stated he would rather have a direct <br />contract with the City, rather than through the BFI contract. He feels <br />
