Reconvene and Consider Action on Item Discussed During Executive Session <br />The San Marcos City Council reconvened into regular session at 7:04 p.m. on Tuesday, <br />September 15, 2009. No action was required from Executive Session. <br />5. Invocation <br />Pastor Randy Bryan, with Bay Area Fellowship of San Marcos, provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Thomaides led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Steve Harvey thanked the City Council, City staff, the Chamber and everyone in the community. <br />He has recently been diagnosed with Stage 4 colon cancer. It will be a long walk and he needs to <br />build up his strength. The Lord has spoken through all the prayers, visits and calls. This is a <br />wonderful community, and this validates that this is where we are supposed to be today. He • <br />appreciates the importance of relationships and a renewed sense of community. We have a fine <br />community in San Marcos. <br />8. City Council Reports <br />A. Update on the Austin-San Antonio Rail Branding Project by Councilmember John <br />Thomaides. <br />Councilmember Thomaides updated the City Council on the Austin-San Antonio Rail Branding <br />Project. The key message is that this is a way to bypass traffic congestion with affordable travel <br />and quality time. It will be more convenient, more productive and will improve the safety on the <br />I1-1-35 corridor. It supports leisure travel, offers revitalization and promotes sustainability. The <br />new name is the Lone star Rail. A shortened name, L Star, and the logo (the letter "L" <br />superimposed over a Texas star) will appear on the rail cars. The tag line is "Catch It". <br />9. Staff Reports. <br />A. Update on the Union Pacific re-planking by City Manager Rick Menchaca <br />City Manager Rick Menchaca updated the City Council on the Union Pacific re-planking within <br />the city limits. Oscar Hairrell reported that he will meet tomorrow with Union Pacific about <br />improved road approaches and will also see if they can extend the planking for future sidewalks. <br />RM091509 Minutes Page 2
