B. Update on Federal stimulus funding by City Manager Rick Menchaca. <br />Rick Menchaca, City Manager, provided an update on federal stimulus funding. Melissa <br />Millecam, Director of Communications and Intergovernmental Relations, reported on grants the <br />City has applied for. <br />CONSENT AGENDA <br />10. Consider approval of minutes. <br />A. September 1, 2009 Regular Meeting <br />B. September 3, 2009 Special Meeting <br />11. Consider adoption on second and final reading of Ordinance 2009-53, amending <br />Section 4.3.1.2 of the City Land Development Code regarding land use matrix; and <br />including procedural provisions. <br />12. Consider adoption on the second and final reading of Ordinance 2009-54, changing the <br />timing of evaluations of the City Manager, City Attorney, Presiding Judge, and City Clerk <br />from the first quarter to the third quarter of each City fiscal year; repealing Section 2.022 <br />which has been superseded by Chapter 55 pertaining to the Municipal Court of Record; <br />repealing Section 2.023 as conflicting with Section 4.02 of the San Marcos City Charter <br />which provides for the direct appointment of the City Clerk by the ON Council, including <br />• procedural provisions; and providing an effective date. <br />13. Consider adoption of Resolution 2009-112R, approving an agreement for professional <br />services for a ioint advertising program between the City and San Marcos Factory Stores, <br />Ltd ; authorizing the City Manager to sign the agreement; and declaring an effective date. <br />14. Consider adoption of Resolution 2009-113R, approving an agreement for professional <br />services for a ioint advertising program between the City and Tanger Properties Limited <br />Partnership; authorizing the City Manager to sign the agreement; and declaring an <br />effective date. <br />15. Consider adoption of Resolution 2009-114R, approving an amendment to the water <br />supply contract with the Hays Caldwell Public Utility Agency; and declaring an effective <br />date. <br />16. Consider adoption of Resolution 2009-115R, approving a restated agreement between <br />the City of San Marcos, Texas and the San Marcos Area Chamber of Commerce providing <br />funding in an amount not to exceed $354,635.00 for economic development and small <br />business economic development services; authorizing the City Manager to execute this <br />agreement on behalf of the City and declaring an effective date. <br />17. Consider adoption of Resolution 2009-116R, approving a contract with the San Marcos <br />i Area Chamber of Commerce providing funding in the amount of $768,226.00 for tourism <br />RM091509 Minutes Page 3
