<br />46. <br />Regular Meeting <br /> <br />June 10, 2002 <br /> <br />Page 10 <br /> <br />Mayor Habingreither introduced a discussion regarding investigation of <br />campaign flyer. Council agreed by consensus for staff to move forward <br />with the investigation. <br /> <br />Mayor Habingreither introduced a discussion regarding City Manager search <br />and hiring process. Mr. O'Leary stated the Council should have proposals <br />from six companies and staff needs directions on how to proceed. Mr. <br />Mayhew stated he likes the idea of narrowing the list of search firms down <br />to the top 3 and let the Council interview the top 3 firms. Mayor <br />Habingreither stated he was in favor of conducting the search of a City <br />Manager in-house, but no longer feels this way and is in favor of hiring a <br />search firm. Ms. Narvaiz asked Carolyn Liner, Director of Human Resources <br />to indentify in her opinion the top 3 firms. Ms. Liner stated she felt <br />the top 3 firms are Ralph Anderson and Associated, DMG Maximus and Waters <br />Consulting Group. Council then agreed by consensus the top 3 <br />recommendations. Council then directed Staff to schedule interviews with <br />the top 3 firms during a Workshop to be held on June 17, 2002 at 7:00 p.m. <br /> <br />Mayor Habingreither introduced a discussion regarding San Marcos Youth <br />Workshop. Mr. O'Leary stated Staff is in the process of accumulating some <br />information from all the different groups in the City, which offer <br />services to Youth. He stated Staff needs direction of the format of the <br />type of meeting they would like. Mr. Mihalkanin inquired to the number of <br />groups in the City, which provide services to the Youth. Mr. O'Leary <br />stated there are approximately 60 organizations. Mr. Mihalkanin stated he <br />would like a room at the Activity Center to hold all the organizations <br />involved with the youth. He also stated he wants a list of the different <br />youth programs ahead of time. Mr. O'Leary stated Staff has sent out a <br />survey to all youth groups in San Marcos and will provide Council with a <br />report once the survey results are compiled. Mr. Mihalkanin stated he <br />would like Staff to note whether the agency or organization is a City <br />Board or Commission. Mr. Cobb stated he will provide a list of all the <br />activities provided at the Activity Center for youth. The Council agreed <br />by consensus for Staff to provide Council with a list of all youth <br />programs and services offered in San Marcos and then the Council will <br />decide whether or not to schedule a Workshop. <br /> <br />Mayor Habingreither introduced a discussion regarding receipt of Planning <br />and Zoning Commission's recommendation for Capital Improvements Program <br />for FY2002-2003 to FY2006-2007. Mr. Patterson, Director of Planning and <br />Zoning stated the CIP is a planning and budget tool for the City. The CIP <br />identifies major capital expenditures, which are in need over the next 5 <br />years. He stated the process begins with workshops and public meetings, <br />then the Planning and Zoning Commission reviews projects and then approves <br />the CIP, which is then presented to Council. <br /> <br />Mayor Habingreither introduced the City Council's Report. Ms. Narvaiz <br />stated she would like to know if there are any other Council members who <br />are interested in putting on the next City Council agenda the annexation <br />
