FOR THE <br />PROVISION OF A TRANSPORTATION MASTER PLAN; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Chiu introduced for consideration Item 19 removed from the consent <br />agenda, adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AMENDMENT TO THE CITY'S CONTRACT WITH HAYS COUNTY FOR <br />TAX ASSESSMENT AND COLLECTION SERVICES; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Ms. Hughson moved for adoption of the Resolution, and Ms. Tatum seconded <br />the motion. Mr. Mayhew stated he has a concern with the current law firm <br />not aggressively marketing resale properties. Ms. Hughson stated she had <br />spoken to Mr. Linebarger of Linebarger Goggan Blair Pena & Sampson, LLP., <br />and is comfortable with adopting the Resolution tonight. Mr. Mayhew asked <br />Mr. Linebarger of Linebarger, Goggan, Blair, Pena & Sampson, LLP., to give <br />a background of his firm. Mr. Linebarger stated his firm has been <br />representing taxing jurisdictions for districts for 27 years. He stated <br />they have more than 100 employees alone in their technology division. Mr. <br />Mayhew asked how Linebarger, Goggan, Blair, Pena & Sampson, LLP. would <br />market properties. Mr. Bird, partner with Linebarger, Goggan, Blair, Pena <br />& Sampson, LLP., stated he provided the Council two handouts and stated <br />the handouts show the comparisons of Tax Resales and Tax Sales compared to <br />other companies. He also stated if a home does not sell for delinquent <br />taxes then Linebarger, Goggan, Blair, Pena & Sampson, LLP. remarkets the <br />home. The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Chiu introduced for consideration Item 20 removed from the consent <br />agenda, adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF A CONTRACT BETWEEN THE CITY AND <br />LINEBARGER, GOGGAN, BLAIR, PENA & SAMPSON, LLP., FOR THE COLLECTION <br />OF DELINQUENT TAXES; AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Hughson moved for adoption of the Resolution including the amendments <br />which were provided tonight by Mr. Taylor, and Ms. Tatum seconded the <br />motion. Mr. Mihalkanin inquired whether the language in the contract on <br />page 2 in paragraph VII is concurrent with the current contract. Mr. <br />Taylor stated the new contract has been re-drafted to provide a 2-year <br />contract.
