<br />6. <br /> <br />Regular Meeting <br /> <br />May 20, 2002 <br /> <br />Page 6 <br /> <br />APPROVING THE ALLOCATION OF 2002 COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) FUNDING; APPROVING THE 2002 CDBG ACTION PLAN; APPROVING <br />AMENDMENTS TO THE 2000-2004 CDBG CONSOLIDATED PLAN; AUTHORIZING THE <br />CITY MANAGER TO ACT AS THE OFFICIAL REPRESENTATIVE OF THE CITY TO ACT <br />IN MATTERS RELATED TO THE GRANT PROGRAM; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />(Ms. Tatum and Mr. Montoya abstaining to the preceding Resolution- <br />disclosure affidavits-business entity filed.) Mr. Mayhew moved for <br />adoption of the Resolution, and Ms. Hughson seconded the motion. Ms. <br />Hughson stated she feels the CDBG funding should benefit low to medium <br />income families and community emergencies. She also feels there are <br />certain things, which should be funded by CDBG and other things should be <br />funded through the City's General Fund. Ms. Hughson suggested not to fund <br />the Chestnut Street neighborhood sidewalk, since the road is too narrow <br />for a sidewalk. Mr. Gilley stated by not funding the Chestnut Street <br />neighborhood sidewalk, it would make available $111,000. Ms. Hughson <br />stated she wants to see the $150,000 allocated for Park Improvements be <br />used for parks at housing projects. Collette Jamison, Community <br />Development Program Manager, stated $150,000 has been allocated for Parks, <br />but could be used towards the Parks Master Plan or $50,000 for Mill Street <br />and $100,000 for River Road Park developments. Ms. Hughson stated she <br />wants the $150,000 allocated for Park Improvements to be spent in the low- <br />income areas and wants an additional $15,750 about be added to Souths ide <br />Rehabilitation Program. Ms. Hughson inquired to the Purgatory Creek <br />cleanup. Mr. Gilley stated this cleanup would be a big project involving <br />heavy equipment. Ms. Hughson stated she would like the City's FY 2003 <br />Budget to address the Purgatory Creek cleanup. Ms. Hughson stated she <br />wants to see some funding allocated for the acquisition of the Cephas <br />House and feels the Calaboose Museum should find other resources to fund <br />the remainder of the request. She also stated she would like to fund <br />part, if not the whole request of $32,000 for the Price Center <br />Rehabilitation. Mayor Chiu agreed the Price Center Rehabilitation should <br />receive funding and the CDBG funds be used for low to moderate-income <br />persons and City emergencies. He also stated he feels the Park <br />Improvements should fund a fence at Allen Wood Homes for the safety of the <br />children. Ms. Hughson stated she would like $50,000 of the Parks <br />Improvement $150,000 allocated CDBG funding to go towards Mill Street and <br />the remaining to go towards C M Allen neighborhood. Mr. Mihalkanin stated <br />he would like $1,050 of the $111,000 Chestnut sidewalk, to go to Nosotros <br />La Gente. He stated this group provides shoes for low to moderate-income <br />children. Ms. Hughson stated she was concerned about after school <br />programs for youth. Mr. Mihalkanin stated he would like Staff to provide <br />a list of all citywide summer and after school programs offered. Mr. Cox <br />stated he and Mr. Mihalkanin have met with different neighborhood groups <br />and the consensus of these meetings was for more neighborhood cleanups. <br />Mr. Cox stated he would like the $9,200 left over from the $111,000 <br />Chestnut sidewalk to be added to the neighborhood cleanup fund. Mr. <br />Mihalkanin stated he thinks the City's Budget can address the needs of the <br />youth through some type of bond, rather than the CDBG funding. Mr. <br />
