<br />146. <br /> <br />Regular Meeting <br /> <br />May 13, 2002 <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE SAN MARCOS HORIZONS CITY MASTER PLAN ADOPTED IN SECTION <br />102.026 OF THE CITY CODE BY ADOPTING A NEW APPENDIX ENTITLED "PARKS <br />MASTER PLAN"; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mayor Chiu opened the public hearing and asked if anyone wished to speak. <br />1) Mr. Sherwood Bishop stated he is the Chair of the Parks and Recreation <br />Board. He stated this Parks Master Plan has been under development for a <br />couple of years and he encourages the Council to pass this Ordinance. 2) <br />Tom Wassenich stated he has gone to several Parks and Recreation Board <br />meetings over the last couple of years. He feels this is a good plan for <br />everyone. 3) James Buratti stated he supports the Parks Master Plan. 4) <br />Dianne Wassenich stated the Council has accomplished a lot through this <br />plan and by adopting it, the City could be provided additional grant <br />opportunities. No one else wished to speak so Mayor Chiu closed the <br />public hearing. Ms. Hughson moved for the approval of Ordinance on first <br />reading, Ms. Tatum seconded the motion. Mr. Mayhew requested the wording <br />on page 19 Policy CF-1.3 and page 20 Policy CF-6.3 be consistent in both <br />sections. Mr. Mihalkanin stated the document title needs to be mentioned <br />in the Ordinance for the second reading. Ms. Hughson stated on Figure E1 <br />in the map section, Bishop Street needs to be corrected to read Craddock <br />and the street marked Craddock is also incorrent. She further noted that <br />we have a Veterans Park established, but we will soon have a Veteran's <br />Memorial in Veteran's Plaza and they are not the same park. This may <br />become confusing in the future. Mr. Cobb stated he would have all the <br />changes updated by the second reading. The Council then voted unanimously <br />for the approval of the Ordinance on first reading. <br /> <br />Mayor Pro-Tern Hughson introduced for consideration the reconsideration of <br />a Zoning Ordinance. (Mayor Chiu was not present during this discussion and <br />filed a disclosure affidavit-real property). The Council did not wish to <br />reconsider this Ordinance. The caption reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING <br />WILLOW CREEK ESTATES SUBDIVISION, SECTION 1, PORTIONS OF LAUREL <br />ESTATES SUBDIVISION, SECTIONS 1, 2, AND 3, QUARRY SPRINGS <br />SUBDIVISION, SECTIONS 1 AND 2, A 4.085 ACRE, MORE OR LESS, AREA <br />OF LAND IN THE 100 AND 200 BLOCKS OF REIMER AVENUE, AND A 3.52 <br />ACRE, MORE OR LESS, AREA OF LAND IN THE 100 BLOCK OF HOWARD <br />PLACE, AS "SR" SUBURBAN RESIDENTIAL DISTRICT, BY ZONING A <br />PORTION OF LAUREL ESTATES SUBDIVISION, SECTION 2, AS "P" PUBLIC <br />AND INSTITUTIONAL DISTRICT, AND BY ZONING PORTIONS OF LAUREL <br />ESTATES SUBDIVISION, SECTIONS 1 AND 2, AND A 1.01 ACRE, MORE OR <br />LESS, AREA OF LAND IN THE 2700 BLOCK OF HUNTER ROAD AS "C" <br />COMMERCIAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />
