Caldwell stated <br />Staff feels the best recommendation is to hire a parking manager, and <br />overhaul our current enforcement system, which is currently the chalk and <br />walk system. He stated the parking manager position would be to focus on <br />the needs, concerns of parking and to supervise the parking team, rather <br />than spreading this function out across City departments. Ms. Tatum <br />inquired if the parking manager position would be additional personnel or <br />changing the job description of a current City employee. Mr. Gilley <br />stated the parking manager position could be accomplished with little or <br />no additional costs by modifying the functions and duties of other parking <br />enforcement personnel. Mr. Mihalkanin stated since the City owns boots, <br />he would like Staff to provide number of times boots have been used. Mr. <br />Mihalkanin stated he thought when the City purchased the hand held <br />computers this was to eliminate the chalk and walk system. Chief Griffith <br />stated the officers found it took more time to enter information into the <br />hand held computers than to chalk. Ms. Hughson stated she thought the <br />hand held computers were being used to find repeat offenders and used in <br />combination with chalking. Sgt. Caldwell stated the hand held computers <br />have improved efficiency from a tracking perspective, but inefficient for <br />enforcement. Mr. Gilley stated Staff needs direction from Council <br />regarding whether or not to continue with the automation of the system, <br />and off-street parking by negotiation to purchase properties for <br />additional parking. Council agreed to proceed with recommendations in the <br />memo dated March 21, 2002 from Chief Griffith and Sgt. Caldwell. <br /> <br />Mayor Chiu introduced a discussion regarding an appointment of an Interim <br />City Manager. Mr. Gilley recommended the Council appoint a current city <br />director to serve as Interim City Manager until Council can hire a City <br />Manager on a permanent basis. Mr. Mihalkanin stated he was interested in <br />the Council contracting with an Interim City Manager from outside the City <br />organization to take the City through the budget process. Ms. Tatum <br />stated she feels it would be better to appoint a director on a short-term <br />basis and hire a City Manager as soon as possible. Mr. Mayhew stated he <br />does not want to rush the hiring process and feels the Council should hire <br />a consulting firm to aid in the search. Mr. Mihalkanin stated the <br />directors are busy, and he is concerned about taking them away from their <br />departments and prefers to hire a retired City Manager to serve as Interim <br />City Manager on a longer-term basis. Ms. Tatum stated by hiring a retired <br />City Manager, they would then need time to be trained on our budget <br />process as well as other procedures. She also feels there would by more <br />advantages by appointing a director, since there would be no need for a <br />training period, and a director would already know the other directors and <br />employees. Mr. Mihalkanin and Ms. Hughson both stated they would like to <br />hire an outside person as Interim City Manager. Mr. Montoya stated he <br />does not have a preference to hiring outside the City organization or <br />appointing a director as Interim City Manager. It was consensus of Mayor <br />Chiu, Mr. Cox, Mr. Mayhew and Ms. Tatum to appoint a director as Interim <br />City Manager. <br /> <br />Mayor Chiu introduced a discussion regarding the City Council's Report. <br />
