City Council Meeting Minutes July 7, 2020 <br />Installation of Curbside Pickup Parking Spaces for COVID-19 Small Business <br />Operations, and provide direction to Staff. <br />A motion was made by Council Member Gonzales, seconded by Mayor Pro <br />Tem Mihalkanin, that this item be postponed until August, per request from <br />the Main Street Board. The motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />11. Hold discussion regarding Recommendation Resolution 2020-01 RR, of the Parks and <br />Recreation Board of the City of San Marcos, Texas Supporting the creation of a River <br />Benefit Parking District with the implementation of paid parking with this district; hold <br />discussion to determine how such funds may be used for City parks; and provide <br />direction to Staff. <br />Drew Wells, Director of Parks and Recreation, provided the presentation of a <br />creation of a River Benefit Parking District with the implementation of paid <br />parking. <br />Mr. Wells stated that this recommendation is from the Parks and Recreation <br />Advisory board to council to consider the concept of paid parking within the <br />river parks. Parks and Recreation held a joint meeting with Parking Advisory <br />Board, to accomplish potential revenue to help offset some of the associated <br />with maintenance, park ranger program and other expenses in the parks <br />system. Mr. Wells stated we would have public input to structure it to make it <br />successful. We wanted to introduce this and ask the Council if this a concept <br />that Council wants to explore and then the staff can do the research to answer <br />some questions. <br />Mayor Hughson read part of the resolution recommendation of the Parks and <br />Recreation board: <br />Part 1: It is recommended that the City Council provide direction to staff to <br />move forward with the creation of a River Benefit Parking District with <br />consideration for free or low cost parking for residents. <br />Part 2: It is recommended that City Council consider the potential negative <br />impact of adjacent residential neighborhoods. <br />Diane Phalen, Chair of Parks and Recreation Advisory Board stated the board <br />discussed cost recovery last year and Parks department is at 14% of cost <br />recovery, the funds are needed. Ms. Phalen stated one option is to charge out <br />of towners to <br />City of San Marcos Page 22 <br />
