City Council <br />Meeting Minutes August 18, 2020 <br />City Council approved the Phase 1 amendments last December, and we were on track to <br />bring Phase 2 in the spring but were delayed due to COVID-19. Amanda Hernandez, <br />Development Services Manager, and Greg Schwarz, Senior Engineer, will provide a <br />description of the topic, reason for change, proposed revision, and the Planning and <br />Zoning Commission's recommendation. The Land Development Code is an integral <br />part of directing how the community grows and making any changes understandably <br />involves thoughtful deliberation. There will be a public hearing and action on the <br />proposed amendments at the regular meeting tonight. Mr. Lumbreras stated that Ms. <br />Hernandez will present the proposed amendments. <br />Ms. Hernandez provided the code amendment history: <br />• March — May, 2019 — Public Solicitation for Amendments <br />• June, 2019 — City Council / Planning and Zoning Commission Joint Workshop <br />• December, 2019 — Phase 1 approved by City Council <br />• March 3, 2020 — Phase 2 initial authorization from City Council <br />• May 12, 2020 — Phase 2 Public Hearing at Planning & Zoning Commission(postponed <br />from March 28, 2020 due to COVID-19) <br />• June 9, 2020 — Phase 2 Recommendation from Planning and Zoning Commission <br />• August 18, 2020 — Phase 2 Work Session Presentation & Discussion <br />• August 18, 2020 — Phase 2 Public Hearing and Action <br />• September 1, 2020 — Phase 2 Ordinance Reconsideration <br />Mr. Schwarz presented items one through nine. Ms. Hernandez presented items ten <br />through thirty-eight. <br />Michael Ostrowski, Assistant Director of Planning and Development Services, provided <br />a brief update on the status Strategic Housing Action Plan. The Planning and Zoning <br />Commission eliminated some actions but staff provided other actions. Mr. Ostrowski <br />provided the next steps in Strategic Housing Action Plan to Council in the next couple <br />of months for consideration, present the plan on Housing Task Force recommendations, <br />the Planning and Zoning Commission recommendations and other alternate <br />recommendations developed with the Comprehensive Plan Project. <br />Discussion was held on recommendation item #15 that exempts smaller lot and infill <br />development from the Lot Width to Depth requirements.
