SAN MARCOS TRANSIT PLAN I FINALREPORT <br />City of San Marcos <br />This plan will improve transit for the entire community. <br />The San Marcos Transit Plan identifies the opportunities and challenges associated with transit <br />todaybased on community feedback and detail ed analysis. Theplanprovides anaspirational <br />roadmap to coordinate and enhance transit in San Marcos over the next several years.This <br />chapter sets the stage for the plan by summarizingkey findings and recommendations. <br />History of Transit in San Marcos <br />Cap italArea Rural Transportation System (CARTS) began providing demand -response service to <br />residents of San Marcosin the 198os.After determining a needfor a more extensive system, <br />CARTS introduced fixed -route bus serviceto SanMarcosin 1996. In 2001, CARTSopenedSan <br />Marcos Station, an intermodal facility serving local bus, CARTS regional transit, Greyhound, and <br />Amtrak. CARTS maintained the role of direct recipient of federal and state transit funds for the <br />San Marcos urbanized area until October 2019, when the City of San Marcos assumedthe role. <br />Existing Transit in San Marcos <br />The City of San Marcos partners with CARTS to provide weekdayfixed-route and p aratransit <br />service in San Marcos. Paratransit service is limitedto San Marcos residents that are unableto <br />ride fixed -route service due to a physical or functional disability, as well as seniors age 65 or older. <br />Bobcat Shuttle is managed byTexas State University Transportation Services. The primary <br />purpose of the Bobcat Shuttle is to transport studentsbetween studenthousing and on -campus <br />destinations when classes or finals are in session. Bobcat Shuttle is fundedby student fees and a <br />portion of faculty/staff p arking p ermit fees. Bobcat Shuttle is open to Texas State University <br />students, faculty, staff, and the general public. <br />CARTS provides weekdayregional intercity bus service betweenAustin and San Marcoswith <br />stops at San Marcos Station, Texas State University, and Tanger Outlets. <br />Shared Vision of a Coordinated Transit System <br />The City of San Marcos and Texas State University are interested in coordinating their transit <br />systems to leverage federal and state grant funding opportunities and expandtransit access for <br />the entire community. In February 2019, the Cityand University completed a Coordinated Transit <br />Study, which recommended that the Cityb ecome the direct recipient of state and federal transit <br />funds forthe San Marcos urbanized area, and for both entitiesto coordinate transit systems. <br />Nelson\Nygaard Consulting Associates, Inc. 11-1 <br />
