City Council Meeting Minutes September 1, 2020 <br />A motion was made by Council Member Baker, seconded by Mayor Pro Tem <br />Mihalkanin, to approve Ordinance 2020-72, on the first of two readings. This <br />agenda item is the first reading of the ordinance setting the tax rate for Tax <br />Year 2020. The Texas Tax Code requires that there be a public hearing in a <br />building accessible to the public allowing citizens an opportunity to speak to <br />City Council to express their views on the proposed tax rate. The public <br />hearing on the proposed tax rate will be held on September 15. City Hall will <br />be open to accommodate citizens the opportunity to appear in person. Staff <br />will be present to ensure that social distancing guidelines are followed. <br />The motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />31. Consider approval of Ordinance 2020-73, on the first of two readings, amending section <br />26.002 of the San Marcos City Code to establish that the City will implement the National <br />Incident Management System ("NIMS") as its model for managing public safety <br />emergencies and incidents; providing a savings clause; providing for the repeal of any <br />conflicting provisions; and providing an effective date. <br />A motion was made by Mayor Pro Tem Mihalkanin, seconded by Council <br />Member Gonzales, to approve Ordinance 2020-73, on the first of two readings. <br />The motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />32.
