City Council <br />Meeting Minutes September 1, 2020 <br />parkland in connection with the development of the City's new Multi-purpose Sportsplex <br />Facility; and including procedural provisions. <br />A motion was made by Council Member Derrick, seconded by Council <br />Member Baker, to approve Ordinance 2020-75, on the first of two readings. <br />The motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />34. Consider the nomination of City Manager, Mayor and two Council Members to serve on <br />the Greater San Marcos Partnership Board of Directors, and provide direction to Staff. <br />The Greater San Marcos Partnership Board of Directors will be making annual <br />appointments at their meeting in October 2020. The City of San Marcos <br />currently has the following four positions to appoint and/or reappoint: <br />City Manager, Mayor, and two Council Members. <br />Council Member Derrick nominated Council Member Gonzales. <br />Mayor Hughson nominated Bert Lumberas to the City Manager position. <br />Mayor Pro Tem Mihalkanin nominated Mayor Hughson to serve in the Mayor <br />position. <br />Council Member Gonzales nominated Mayor Pro Tem Mihalkanin <br />After a roll call vote, all nominated were appointed to serve on the Greater San <br />Marcos Partnership Board of Directors. Mayor Pro Tem Mihalkanin abstained <br />from the vote of his appointment. The motion carried by the following vote: <br />For: 6 - Council Member Derrick, Mayor Hughson, Council Member Marquez, Deputy Mayor <br />Pro Tem Rockeymoore, Council Member Baker and Council Member Gonzales <br />Against: 0 <br />Abstain: 1 - Mayor Pro Tem Mihalkanin <br />35. Consider the creation and appointment of an Ad Hoc Council committee charged with <br />reviewing the Police Department's use of force policy, and provide direction to City <br />Manager. <br />Bob Klett, Interim Chief Police, reminded Council of the direction they <br />provided at their meeting on July 7th to establish this committee. The staff <br />recommendation approved by Council was to charge this committee with <br />achieving the following tasks: <br />• Receive a training program related to our use of force and policy formation <br />• Study the San Marcos Police Department policies pertinent to the use of <br />City of San Marcos Page 20 <br />
