1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 26, 1982 PRESENT: J\1ayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr John A. Kreczmer Elida A. Mendez Jaime Moore * Tess Norris City Manager City Secretary City Attorney Director of Finance Director of Public Works City Planner A. C. Gonzalez Janis K. Womack Barbara Edwards Earl Williams George Boeker Joe Garza Also Present: Barbara Ann Benjamin, Judge Jacks, Gene Majors, Julie (KCNY) , Anita Miller, Jerri Martin, Jim Faucett, Frances Emery, Harry Bishop, Joel Barnard, Phil Armstrong, Rodger Reese, Joe Pacheco, John Stokes, Harvey Ginsburg and others. Mayor Craddock called the meeting to ordèr at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the April 12, 1982 Regular Meeting. Mr. Brown moved to approve the min- utes and Mrs. Mendez seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of two appoint- ments to fill vacancies on the Environmental Advisory Board. Only one name had been placed in nomination prior to the Council meeting, so Mrs. Norris moved to table appointments to the Board until two nomina- tions had been received and Mrs. Mendez seconded the motion. On roll call the following vote was recorded: AYE: Kreczmer, Craddock, Mendez, Moore, Norris. NAY: Brown, Farr. ABSTAIN: None. Mayor Craddock introduced for consideration approval of an appoint- ment to the Library Board to fill a vacancy. Mr. Farr moved that Mary Gorman be appointed to fill the vacancy on the Library Board and Mrs. Norris seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an appointment to the Housing Authority Board to fill a vacancy. Mr. Farr moved that Joe Cox be appointed to the Housing Authority Board to fill the vacan- cy and Mrs. Mendez seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an appointment to fill a vacancy on the Examining and Supervising Board of Electricians of a representative from Lower Colorado River Authority. Mr. Farr moved that Bob Higgs of LCRA be appointed and Mrs. Norris seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration the adoption of an Ordin- ance on emergency, the caption which was read as follows: * Tess Norris was present at 7:32 p.m.
