City Council Meeting Minutes June 25, 2020 <br />*source: Hays County Health Department <br />Mr. Stapp stated that in Texas we had 5,000 cases on Tuesday (June 22nd) and <br />roughly 5,500 cases on Wednesday (June 23rd) and that has set the largest <br />increase of new cases acquired in a day. Mr. Stapp mentioned that two weeks <br />ago (June 11th) we had 71 active cases, last Thursday (June 18th) we had 592 <br />and as of today we have 1,240. <br />Chase Stapp provided a bar graph that indicates the active case count change <br />from a day to day basis. Anything above the 0 line is a positive change or <br />increase in active cases and anything below this line was a decrease in active <br />case count. <br />Updates to Governor Abbott's Actions <br />- June 22: Brief Press Conference <br />- Governor urged public to follow distancing and other requirements such as <br />masks or risk having to "shut down" the state again. <br />- June 23: Expands Local Authority On Outdoor Gatherings, Directs Health <br />and Human Services Commission (HHSC) To Enact Emergency Rules To <br />Increase Safety at Child Care Centers. <br />- Mayors and county judges can impose restrictions on outdoor gatherings of <br />over 100 people; previously only applied to events over 500 people <br />- Enacts emergency rules that provide strict health and safety standards and <br />procedures related to COVID-19 for child care centers <br />- Previous rules lapsed on June 12 <br />- June 24: Texas Division Emergency Management (TDEM) To Provide Free <br />Masks To All Texans Who Are Tested At State -Run COVID-19 Mobile Testing <br />Sites <br />- Each Texan who receives a COVID-19 test at one of these sites will be <br />provided <br />with four 3 -ply surgical masks <br />Mr. Stapp mentioned that Gov. Abbott announced restrictions on elective <br />medical procedures for Bexar, Dallas, Harris and Travis counties. Mr. Stapp <br />stated that Gov.
