City Council Meeting Minutes November 17, 2020 <br />Mr. Rutz stated the outreach materials will be in both English and in Spanish. <br />The Types of Engagement will include Small Group/ Stakeholder groups/events <br />comprised of 9 Focus Groups, 8 Comprehensive Plan Steering Committee <br />Meetings, 3 City Council Workshops, 2 Community Toolkits, and Biweekly <br />Staff Meetings, Community -Wide Outreach will include 3 Community <br />Workshops, Virtual Open Houses, and Web -based Surveys, Broadcast <br />Notifications will include Social media, e-mail, NextDoor and web <br />announcements for meetings, engagement tools, and educational posts. <br />The Comprehensive Plan Steering Committee will provide feedback on each <br />element and phase of the planning process. The eight proposed meetings <br />include the following topics: <br />1. Vision, Goals, and Guiding Principles, which was last week <br />2. Area Plans <br />3-7. Five meetings for Plan Element Recommendations <br />8. Draft Plan and Implementation <br />Mr. Rutz stated City Council will have workshops that occur at key intervals <br />to keep members up to date on the process and bought -in to the outcomes. <br />1. Workshop 1: Vision and Goal Setting & Area Plan Identification <br />2. Workshop 2: Area Plan Recommendations & Plan Elements <br />3. Workshop 3: Public Review Draft Plan <br />For the Vision and Goals, Mr. Renkens asked Council what their top two <br />priorities are for the San Marcos community over the next 20-30 years? <br />Council priorities include a balance of the following: unique, equitable, safe <br />transportation, historic, sustainability/resiliency, support, preserve responsible <br />growth, diverse and affordability. <br />Detailed priorities include the following: <br />• Sustainable architecture and infrastructure green roofs and highways, <br />neighborhood growth models, multimodal transportation, Vision Zero goals, <br />limiting annexation <br />• Small business and economic development focusing on assistance for small <br />business, entrepreneurship <br />• Economic and Environmental Health balance growth & protect <br />environment (especially the River) <br />• Historic preservation and preservation of unique organic character in the city <br />• Transportation issues, economic development, and preserving older <br />neighborhoods that need repair <br />City of San Marcos Page 2 <br />
