City Council <br />Meeting Minutes November 17, 2020 <br />• Strategic growth for the city to improve or maintain quality of life; <br />development methods that prevent current growth patterns; need to reduce <br />crime; provide safe neighborhoods and add amenities, e.g. local grocery stores <br />• Culturally and linguistic responsive growth that is done with an equitable lens <br />• How to grow to support our core resources <br />•Protect historic neighborhoods from current growth patterns and buffer from <br />uses that are not compatible <br />• Giving neighborhoods opportunities to become historic tool to maintain <br />growth and provide more resources for neighborhoods <br />• Be mindful and intentional of community diversity and include these voices <br />in engagement <br />• Concern about transportation and pedestrian safety, e.g. students. Improve <br />overall walkability and bikeablility of the city. Complete the loop around San <br />Marcos to provide an alternative to 11135. <br />• Transportation plans should be proactive include new areas of growth and <br />improve safety for students traveling to school <br />• Balance ability to provide education, entertainment, and livability for <br />students, while not threatening existing assets <br />• Ability to improve older historic homes allow for residents to age in place <br />• Flood Management & Environmental protection <br />• Affordable housing - provide safe place to live for ALL residents, and <br />economic security to stay in the house including the homeless population <br />• Allow residents to maintain generational residential assets - key to affordable <br />housing program <br />Mr. Rutz provided the role of the Comprehensive Plan, which include: <br />• Establishing the vision, goals, and policy direction for the next 20 years. <br />• An umbrella document that will integrate high level direction from past and <br />current planning efforts. <br />• A plan that will establish the types of neighborhoods and districts we want <br />moving forward. <br />*What types of housing, workplaces, and shopping do we want and where <br />should they go? <br />*What amenities and infrastructure do these places need? <br />• The Plan will include an implementation strategy with specific phasing and <br />action items. <br />The Planning Elements include the following: <br />• Land Use <br />• Economic Development <br />• Housing <br />City of San Marcos Page 3 <br />
