City Council <br />later in the workshop. <br />Meeting Minutes December 15, 2020 <br />Mayor Hughson noted that there is a reference in "C. Preservation of Records <br />to (4) Books." She feels this should be clarified. Ms. Cosentino replied it <br />would go on the list to review. <br />Mr. Cosentino addressed Council Member Derrick's question from the <br />previous council discussion on this topic regarding the Council Housing <br />committee or others who may be lobbied, noting the addition to the proposed <br />ordinance that the staff liaison will be responsible for the report. <br />Mr. Cosentino noted that the reporting is proposed to be in the City Clerk's <br />Office. He noted the operational decisions of where the registration and <br />information will reside on the website and how the information will be stored. <br />Mayor Hughson noted that if this new requirement passes, there are likely to <br />be questions and to whom should those questions be directed? Should it be <br />the City Attorney's Office? Mr. Cosentino noted that the City Clerk will be <br />the first point of contact, but the City Attoney's staff can help as needed. <br />Mr. Cosentino addressed the major question posed by the council at previous <br />discussions on this proposed ordinance which related to individuals who wish <br />to speak on topics of a general nature with no economic benefit to themselves. <br />This is covered in V. Exceptions to Registration (5). <br />Mayor Hughson inquired about the term "economic benefit." She noted that <br />citizens want to speak to council members about the possible economic benefit <br />or detriment to their property values in zoning cases and Conditional Use <br />Permits for alcohol. Mr. Cosentino stated that under the proposed ordinance, <br />detriment concerns will be not covered. He noted that we may need to make <br />this more clear. <br />Council Member Gonzales asked about civil service regarding meet and confer <br />for our police and firefighters, do they have to register as lobbyist? Mr. <br />Cosentino stated it has not been addressed in the draft. Mr. Cosentino stated it <br />is up to Council to include or <br />not include. <br />Mayor Hughson noted her concerns that the lobbying ordinance may be used <br />for "gotchas" during campaign and other times. <br />City of San Marcos Page 5 <br />
