City Council Meeting Minutes December 15, 2020 <br />Mayor Hughson stated if there is a not for profit organization that wants the <br />City to do something that is not economically benefiting an individual or their <br />organization, do we require them to register. Council consensus is to not <br />require them to register as lobbyists. <br />Mayor Hughson asked about non profits that lobby for money and they <br />receive an economic benefit to their organization - should they require <br />registration? Council consensus is to require them to register as lobbyists. Ms. <br />Derrick noted that the City will need to do some outreach to ensure they know <br />about this requirement. <br />Mr. Cosentino spoke on the GSMP question posed by Council Member Baker <br />earlier. He addressed the role of GSMP when companies approach them <br />regarding the potential to do business in the City. If the GSMP staff is <br />advocating for providing an incentive to a business or entity, should they be <br />required to report as a lobbyist. Council consensus is to not require them to <br />register as lobbyists. Council also provided consensus that companies doing <br />business through GSMP are not required to report as lobbyists. <br />Council consensus is to move forward with the following recommendations <br />and proposed amendments to be brought back at a future meeting for formal <br />adoption of a lobbying Ordinance: <br />* Add Alternative compliance to the list of items <br />* Campaign contributions to Council only (to be included in the usual <br />campaign reporting) are required to be reported <br />* In C. Preservation of Records strikethrough the item on "Books" <br />* Neighbors can speak to Council Members regarding zoning and alcohol <br />conditional use permits (CUP) without registering as a lobbyist <br />* Police and Fire organizations will not be on the list of exceptions in the <br />Ordinance as needing to register should they wish to discuss budgeting or other <br />topics with councilmembers. Mr. Cosentino noted that the Meet and Confer <br />process does not allow for discussion with council members. <br />Non-profit organizations should register if the organization will be receiving <br />funding from the city, which is how the ordinanace is written, but it should be <br />specified. <br />The GSMP will be specified that they are not required to register. <br />III. Adjournment. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Mayor Pro <br />Tem Derrick, to adjourn the work session meeting of the City Council at 5:32 <br />p.m. The motion carried by the following vote: <br />City of San Marcos Page 6 <br />
