equipment used in connection with the premises (standard exterior door) or <br />entry to the living area (stairway or elevator); and <br />The interior portion of the enclosed areas may not be partitioned, <br />temperature -controlled, or finished into separate rooms. <br />(5) Designation. Until a regulatory floodway is designated, no new construction, <br />substantial improvements, or other development (including fill) shall be permitted <br />within zones A 1-30 and AE on the FIRM, unless it is demonstrated that the <br />cumulative effect of the proposed development, when combined with all other <br />existing and anticipated development, will not increase the water surface elevation <br />of the base flood at any point within the community. <br />(6) Adequate drainage. Within zones AH or AO, adequate drainage paths shall be <br />required around structures on slopes to guide floodwaters around and away from <br />proposed structures. <br />(7) Wet Floodproofing. Small detached residential structures (garages, storage sheds) <br />may be exempt from the freeboard requirements if they are not used for human <br />habitation; designed to have low flood damage potential; firmly anchored and <br />placed on the building site in a way that presents minimum resistance to flood <br />flows; constructed with electrical and other services mounted above the flood <br />hazard elevation; and fitted with openings that allow the automatic entry and exit <br />of floodwater. For details refer to FEMA Technical Bulletin 7-93. <br />(8) Dry Floodproofing. Non-residential structures may be exempt from the freeboard <br />requirements if they are constructed with flood -resistant material that protect to <br />2.0 feet above the base flood elevation. Flood resistant materials are building <br />products that can withstand direct and prolonged contact with floodwaters for at <br />least 72 hours, without resulting in damage other than what can be corrected <br />cosmetically. This option is not available to residential buildings, or mixed-use <br />buildings with a majority of floor area dedicated to residential uses. For details <br />refer to FEMA Technical Bulletin 2- 93. <br />(9) Encroachments. Encroachments, including fill, new construction, substantial <br />improvements and other developments within the floodplain are prohibited unless <br />it has been demonstrated through hydrologic and hydraulic analyses performed in <br />accordance with standard engineering practice that the proposed encroachment <br />would not result in any increase in flood levels within the community during the <br />occurrence of the base flood discharge. An increase in the water surface elevation <br />of a floodplain may be permitted only when all of the following conditions are <br />met: <br />a) The property owner owns both sides of the floodplain to the extent of the <br />increase in water surface elevation, and <br />
