AE and AH may not be flood -proofed in lieu of being elevated unless a <br />variance is granted pursuant to section 39.030, and provided that together <br />with all attendant utility and sanitary facilities, be designed so that below the <br />base flood elevation plus two feet the structure is water -tight with walls <br />substantially impermeable to the passage of water, and with structural <br />components having the capability of resisting hydrostatic and hydrodynamic <br />loads and the effect of buoyancy. A registered professional engineer or <br />architect must certify that the provisions of this subsection are satisfied. The <br />FEMA floodproofing certificate must be prepared and submitted to the <br />floodplain administrator along with any corresponding operational and <br />maintenance plans. <br />b. All new construction and substantial improvements of nonresidential <br />structures within zone AO must: <br />i. Have the lowest floor (including basement) elevated above the highest <br />adjacent grade at least as high as the depth number specified in feet on <br />the FIRM (at least two feet if no depth number is specified), or <br />ii. Together with attendant utility and sanitary facilities be completely flood <br />proofed to that level to meet the flood proofing standard specified in <br />subsection (3) a. of this section. <br />(4) Elevated structures. For all new construction or substantial improvements, fully <br />enclosed areas below the lowest floor elevation may be usable solely for parking <br />of vehicles, building access, or storage. These enclosed areas must be designed <br />and constructed to allow for the entry and exit of floodwaters to automatically <br />equalize hydrostatic flood forces on exterior walls. <br />a. Designs for meeting this requirement must be certified by a professional <br />engineer or architect, to meet or exceed the following minimum criteria: <br />i. A minimum of two openings having a total net area of not less than one <br />square inch for every square foot of enclosed area subject to flooding <br />must be provided; <br />ii. The bottom of all openings must be no higher than one foot above grade; <br />and <br />iii. Openings may be equipped with screens, louvers, valves, or other <br />coverings or devices provided they provide the required net area of the <br />openings and permit the automatic entry and exit of floodwaters. <br />b. Access to the enclosed area must be the minimum necessary to allow for <br />parking of vehicles (garage door) or limited storage of maintenance <br />
