City Council Meeting Minutes February 24, 2021 <br />provisions; and providing an effective date. <br />A motion was made by Mayor Pro Tem Derrick, seconded by Council Member <br />Baker, to approve Ordinance 2021-13, on the first of two readings. The motion <br />carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />14. Consider approval of Ordinance 2021-14, granting a temporary waiver of permit fees for <br />plumbing repairs made necessary by the 2021 Presidents Day Winter Storm Event and <br />ratifying any fee waivers administratively approved for this purpose prior to February 24, <br />2021; providing for adoption of this ordinance on only one reading as an emergency <br />measure; and declaring an effective date. <br />MAIN MOTION: A motion was made by Council Member Gleason, seconded <br />by Deputy Mayor Pro Tem Scott, to approve Ordinance 2021-14, on <br />emergency. <br />Mr. Lumbreras stated this is a temporary waiver that will assist with residential <br />and commercial repairs. <br />MOTION TO AMEND: A motion was made by Mayor Pro Tem Derrick, <br />seconded by Council Member Gleason, to amend Ordinance 202114, Section <br />1, by changing the waiver expiration date from April 1 to April 16. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />Council Member Gonzales inquired about the need for a permit if a resident is <br />just doing a repair. Elizabeth Ehlers, Assistant Director of Development <br />Services stated any repair that requires any new material is considered <br />plumbing, not maintenance and would require a permit. <br />Staff will revisit this prior to the end of the waiver period and reconsider if <br />necessary to bring this back to council. <br />MAIN MOTION: to approve Ordinance 2021-14, on emergency, as amended. <br />The motion carried by the following vote: <br />City of San Marcos Page 10 <br />
