Tuesday, February 2, 2021 6:00 PM Virtual Meeting <br />This meeting was held using conferencing software due to COVID-19 rules. <br />I. Call To Order <br />With a quorum present, the regular meeting of the San Marcos City Council <br />was called to order by Mayor Hughson at 6:01 p.m. Tuesday, February 2, 2021. <br />This meeting was held online. <br />II. Roll Call <br />Present: 7 - Mayor Pro Tem Melissa Derrick, Mayor Jane Hughson, Council Member Maxfield <br />Baker, Council Member Saul Gonzales, Deputy Mayor Pro Tem Shane Scott, <br />Council Member Alyssa Garza and Council Member Mark Gleason <br />III. 30 Minute Citizen Comment Period <br />Carol Bowden, spoke against the Spring Ranch Villa project. Ms. Bowden <br />stated that she and her husband own various properties and have been a <br />long-time residents of the community. Mrs. Bowden stated the problem with <br />the proposed development is that it is strictly a financial asset for the <br />developer. This is a very sensitive area for the transition zone of the Edwards <br />Aquifer and dense development is not in the best interest for the citizens of <br />Spring Road, San Marcos, or Hays County. Mrs. Bowden mentioned that San <br />Marcos is not in need of more multi -family and rent by the room projects. She <br />expressed concern that it will create negative implications. <br />Ann Dupont, spoke against the proposed Spring Ranch Villa project. Ms. <br />Dupont stated that she has opposed this project for two years. Ms. Dupont <br />mentioned they have presented evidence that confirmed the environmentally <br />sensitive nature of the site and the impact it will have on the springs and river. <br />No effort was ever made by the developer to meet with the neighborhood or <br />compromise in any way. Ms. Dupont stated the buyer's representative publicly <br />threatened citizens to make the impact much worse by circumventing the city <br />and going through the county. Denial of extension of the water/sewage line is <br />the only way to stop or modify plans that will soon turn a century old <br />neighborhood into a student housing ghetto.
