City Council Meeting Minutes February 2, 2021 <br />Lisa Marie Coppoletta, expressed concerns with item #14 of the agenda and <br />the lack of corresponding information. Ms. Coppoletta is also concerned with <br />spending $14,000 for downtown signs and stated sections of Hutchison Street <br />and Moore Street are not part of downtown. She stated that staff did not <br />communicate with the Historic Preservation Commission. <br />Cody Taylor, provided data points to be considered in the decision on <br />restrictions for restaurants and bars. Mr. Taylor stated 2020 was hard as an <br />owner of a restaurant. Mr. Taylor provided facts directly from the Center for <br />Disease Control and Prevention (CDC), Texas Restaurant Association and <br />Health Departments from three different states (Minnesota, California and <br />New York). Mr. Taylor stated the survival rate of COVID is very high and they <br />now have information to use and are able to target the demographics that are <br />affected the most. For example, the elderly over the age 65 account for 80% of <br />all deaths. Those that are 65 and under count for 20% of all deaths. Mr. Taylor <br />stated the contract tracing coming from MN, CA and NY since September <br />stated that bars/restaurants were responsible for under 2% of COVID cases. <br />Mr. Taylor mentioned that house gatherings were responsible for 74% of <br />COVID cases. He asked Council to stop focusing on bars and restaurants since <br />they are following CDC guidelines, it is home gatherings that are not following <br />those guidelines. <br />Camille Phillips expressed concern with the ordinance regarding ethics <br />complaints that would require a complaint to be sworn before a notary public. <br />Ms. Phillips stated some businesses are not offering curbside service for <br />notarizations. Ms. Phillips stated that during the pandemic, she would like for <br />Council to waive the requirement for a sworn statement if the person filing an <br />ethics complaint is over the age of 60. She stated that after the pandemic is <br />over, that requirement could apply to people over the age of 60. <br />Jordan Buckley spoke on the Code of Ethics agenda item. He suggested <br />notifications be sent to the accused of any ethic compliant and to be provided <br />with the process in order to allow enough time to prepare evidence for the <br />hearing. Mr. Buckley expressed concern that he was not notified and the <br />information is not on the website. <br />Jay Horton, spoke against the project at 128 Spring Road, Spring Ranch <br />Villas. He stated Spring Road received its name because it leads to Sink <br />Springs and if the springs are damaged, so is our river. Mr. Horton stated the <br />homes in this neighborhood are on at least one -acre sites. All of the bedrooms <br />City of San Marcos Page 2 <br />
