City Council Meeting Minutes February 2, 2021 <br />in these homes total about 50 and the proposed development would add 139 <br />more bedrooms. Currently there are 50 homes and if this development would <br />bring in over 139 more. Mr. Horton doesn't want to see Spring Road widened <br />because the added oil in the asphalt will pollute the springs. Mr. Horton stated <br />he is not <br />anti development but is against where this developer wants to build. He <br />expressed concerns with the environment and the river and does not want to <br />see this project move forward. <br />Bobby Levinski, attorney for Save our Springs Alliance, spoke on item #10. He <br />thanked the Council for the great work for the environment. Mr. Levinski <br />stated the environmental analysis was not conducted before the service <br />extension was approved, and there are procedural errors that might help with <br />some conversation. He stated it would be important to get this property <br />annexed with the city. Mr. Levinski expressed concern with the annexation <br />request and this area is a very sensitive. He thanked Council for being <br />responsive to citizens and offered assistance, if needed. <br />PRESENTATIONS <br />1. Receive status reports and updates on response to COVID-19 pandemic; and provide <br />direction to Staff. <br />Chase Stapp, Director of Public Safety, provided the presentation on the <br />COVID-19 pandemic. <br />Known cases — as of January 29, 2021 <br />- Approx. 2 million total cases (360k active) cases in Texas with 36,491 <br />fatalities <br />*source: Texas Department of State Health Services <br />- 14,692 total cases in Hays County (2,288 active and 12,218 recovered) with <br />186 fatalities <br />654 cases have required hospitalization, 37 current <br />5,391 total cases in San Marcos (648 active and 4,668 recovered) with 75 <br />fatalities <br />*source: Hays County Health Department <br />1,903 total cases at TX State (228 active) <br />1,702 students, 201 faculty/staff <br />*source: Texas State University Student Health Services <br />Mr. Stapp stated that in the past week, two employees have tested positive, 9 <br />self quarantined —1 was physician directed because family members tested <br />positive, 5 due to positive tests recently, and three have tests pending. <br />City of San Marcos Page 3 <br />
