City Council Meeting Minutes February 2, 2021 <br />Council Member Baker stated his concern that the Governor has opportunities <br />for the City to enforce masks and social distancing but he feels that we are not <br />enforcing them. He is concerned that part of the logic of not enforcing them is <br />that it would cause officers to be at risk and it shows the risk for others. He <br />expressed concern that stronger enforcement is not in place and would like to <br />do more enforcement and utilize Code Compliance when applicable. He noted <br />the importance of enforcing codes in the food preparation process. <br />Deputy Mayor Pro Tem Scott stated he likes the informative videos and that <br />we should do more than social media including print ads to get people on <br />board — less forcing but more sympathetic information. He stated we should <br />give people reasons to comply and not feel forced to comply. <br />Mayor Pro Tem Derrick would like to see enforcement to cause people to <br />practice what the CDC guidelines are providing. It is time for the police <br />department to begin giving tickets be more proactive. She expressed <br />concerned with business owners not <br />promoting mask wearing. <br />Mayor Hughson stated we have had a lot of information provided by our <br />communication team and she feels there has been a hesitation to be morbid <br />about the situation such as "Don't kill grandma" type ads. This was suggested <br />last year by some in the media to be directed to young people after spring <br />break. No one wanted to do this, but perhaps it's time to do something <br />similar. Some of the most compelling news items have been from people who <br />survived Covid after spending time on a ventilator given interviews with <br />information such as "I didn't think it was important, and now I know that it is <br />— everyone, PLEASE WEAR A MASK. I didn't think it was important and <br />now my grandfather has died AND my father and uncle and my cousin. <br />Everyone, please do what we did - WEAR A MASK" If we could have local <br />people who could provide this type of interview it would be even better. <br />Council Member Garza asked if law enforcement is not allowed to detained <br />but officials are allowed to issue trespassing laws on the request of business <br />owners, can we mandate local business owners to include mask wearing as a <br />safety requirement? And monitor this as a city to encourage more mask <br />wearing. She agrees that asking everyday people to do interviews that even <br />though they personally prefer not to wear a mask that they do, because others <br />feel it's important. <br />City of San Marcos page 21 <br />
